San Joaquin County Health Services Re Canteen Corporation Project
September 29, 1992 Overexcavation/Resample Work Plan
5. Laboratory that will collect samples FGL Environmental A signed
authorization to release is attached
6. Remediation Steps We propose the following steps to mitigate the
existing contamination problem-
Prior to actual excavation, two samples will be taken from the former pit
area These samples will be taken from a depth of approximately 10 feet, well
into the area containing the original spall The samples will be taken from
the backhoe bucket and be used to profile the spoil to Forward , Inc Landfill
Next, we will excavate the top 4 to 5 feet of overburden and stockpile on site
for eventual return to the excavation This soil will be monitored for signs of
contamination After overburden is removed, the remaining soil to a depth of
12 feet will be loaded and hauled to Forward, Inc for disposal . At the con-
clusion of the excavation a total of 6 soil samples will be taken from strategic
locations on the sidewalls and bottom of the pit area Four samples will be .t,
taken from the sidewalls and two from the bottom The total amount of soil to
be removed for disposal is estimated to be approximately 100 cubic yards All
sampling will be done at the direction of Wm. Hunter & Assoc and SJHS/EHD
representative on site by FGL or the registered professional Samples will be
analyzed for TPH-Gasoline and BTE&X only since no lead or EDB were detected in
the original samples Upon receipt of analytical data decisions will be made
regarding further excavation or backfill . Backfill will be accomplished utilizing
pea gravel , the overburden stockpiled on site, 6 to 8 inches of roadbase and
finally blacktop Copies of load tickets and backfill certificate will be
• forwarded to SJHD/EHD upon completion Proposed overexcavation size• 12 feet
wide by 30 feet long by 12 feet deep.
7 Timing Sampling can be scheduled within the time frame required after
SJHS/EHD review and approval of this work plan Sample analyses and final
report should be ready for SJHS/END review within 2 weeks after excavation is
complete
Attachments
Plate 1 & 2
Drawings 1 , 2, 3, & 4
FGL Environmental laboratory report #48814-1
Uniform Hazardous Waste Manifest #91592962
Site Mitigation Acknowledgement/Request for Services Form
Health and Safety Plan
Respectfully submitted,
JIM THORPE OIL, INC
dba RICH--MART CON TRUC ION
iehard
President
