L SITE DESCRIPTION <br /> The project site is located on the west side of Sanquinetti Lane, Stockton, California, as indicated <br /> in Figure 1. Existing structures include a one-story office/warehouse with mezzanine. The interior <br /> of the structure consists of office spaces, a lobby, and three warehouse areas (see Figure 2). The <br /> Site is not occupied at this time. Aside from these structures, the Subject Site is covered with two <br /> small sheds, asphalt, grass and trees. <br /> Neighboring properties include Central California Traction Company to the east, a recycling center <br /> to the west, H&P Air and Standard Air Conditioning to the north, and Honolulu Freight Service to <br /> the south. <br /> II. BACKGROUND <br /> The structure located on the Subject Site was constructed in 1966. Channel Air Conditioning, a <br /> company which fabricated metal ducts for air conditioning systems, occupied the Subject Site from <br /> 1976 until 1994. Prior to 1976, it was occupied by Pehl's Paint Service. Before 1966, the Subject <br /> Site may have been used as a goat farm. <br /> Penn Environmental performed a Limited Phase I Environmental Site for the site; the results of this <br /> assessment were presented in a report dated December 13, 1994. Based on the information available <br /> at the time of the assessment, the report concluded that: <br /> One underground storage fuel tank was previously located on the Subject Site. A <br /> letter written by the San Joaquin County Public Health Services stated that no further <br /> action was required. <br /> Three concrete-lined pits have been located on the Site for at least thirteen years and <br /> are a cause for concern. It is possible that the pits were used to wash out old paint <br /> pans or various hazardous waste materials. There appears to be a slight slope <br /> 1 <br />
