The report includes responses to
Central Valley Water Board staff comments that were originally provided to CEMC on 19
August 2011. The report also contains a proposed work plan for additional site assessment
activities.
Response to Comments
Central Valley Water Board staff met with Arcadis staff on 20 September 2011 to discuss the
Board's comment letter. Together, we discussed the comment letter. Arcadis agreed to
respond to the Board's letter in support of CEMC's work plan for additional investigation at the
Site. Central Valley Water Board staff concurs with CEMC's response to comments as
presented in CEMC's letter dated 21 October 2011 (see attached letter from Arcadis).
Additional assessment activities
CEMC proposes to advance four soil borings and install three groundwater monitoring wells
throughout the site to further delineate the lateral and vertical extent of site contamination.
MW-5 and MW-7 are proposed to be four inch wells. We assume this diameter was proposed
in anticipation of needing a groundwater extraction system. On page 5, the report states that
20 percent of the proposed soil and groundwater samples will be analyzed for the full suite of
VOCs and SVOCs by EPA methods 8260b and 8270c, respectively. Since this site is still in
the assessment and characterization phase, we prefer that all samples be analyzed for the full
suite of VOCs and SVOCs. The report also states that CEMC will test for tetra ethyl lead and
naphthalene in all soil and groundwater samples, with which we concur.
Central Valley Water Board staff concurs with the locations of additional soil borings and
groundwater monitoring wells. We anticipate that at some point in the future, additional soil
California Environmental Protection Agency
ea Recycled Paper
