J.R. Simplot Company Inspection Form 2 2 May 2000 <br /> I asked Ms. Murphy where the lysimeter sampling ports and leachate collection sump pump were located. <br /> She did not know and stated that J.R. Simplot laborator, technicians who took samples would know. I <br /> stated that I would add this item to my next inspection agenda. Ms. Murphy invited me to attend the next <br /> sampling event to observe their procedures. <br /> Subsequently, we toured the process plant. All water is drained to the interior through several sumps <br /> located around the asphalt and concrete lined process plant. While driving around, I noticed an area <br /> where earthen material was exposed and wood framing was installed. Ms. Murphy and Mr. Bill Baterton <br /> stated that a concrete slab was being replaced because of a sulfuric acid drip. We discussed how concrete <br /> is porous and liquids can penetrate the slab, especially sulfuric acid. I asked them if they knew how much <br /> acid had dripped onto the pad and for how long. Neither knew the details of the slab replacement. I asked <br /> if the County had been notified and they said no. I asked if soil samples had been taken to verify whether <br /> soil below the previous concrete slab had been impact--d. There is a concern that contaminated soil could <br /> threaten groundwater quality as a source. Ms. Murph-v stated that they had not taken samples. I <br /> recommended that they ensure that the soil was free of contaminants prior to pouring the concrete which <br /> they said was planned for the following Monday. I s=ed that it would be prudent to take representative <br /> soil samples and test the pH. Ms. Murphy asked my authority to require this to occur. I quoted the Basin <br /> Plan (Water Quality Control Plan, Third Addition, Sacramento River Basin and San Joaquin River <br /> Basin), which is referenced in the WDRs Order No. 91-229. The Board's authority requires the protection <br /> of the beneficial uses of waters of the State. Contaminated soil threatens waters of the State and should be <br /> removed as a source if found to be impacted from spills. Ms. Murphy agreed to take representative <br /> samples (horizontal and vertical extent of the area) and test the pH. Mr. Bill Baterton stated that it would <br /> be wise of them to ensure that the soil was clean before they poured the cement slab, otherwise they might <br /> have to excavate the new concrete slab. <br /> Ms. Murphy and I proceeded to her office where I was introduced to her supervisor Mr. Harvey Horner, <br /> Manager of Technical Services. Ms. Murphy and I discussed the recent notice of non-compliance letter I <br /> had sent her earlier that month. She stated that the company's response letter would be forthcoming and <br /> had no questions at that time. Ms. Murphy graciously offered a schematic map and brochure of the plant. <br /> She also offered the name, address, and phone number of the individual, representing EPA Region 9, who <br /> recently performed a document inspection of the J.R. Simplot Company. Ms. Murphy asked for a copy of <br /> the photos that I took during the inspection. I agreed to have two prints made so I could provide a copy to <br /> the company. <br /> I left J.R. Simplot Company at approximately 3:00 pm. <br /> SUMMARY: <br /> A copy of this inspection and cover letter.will be fom-arded to J. R. Simplot Company. The cover letter <br /> shall request the sampling and analysis plan and results from the soil where the sulfuric acid spill <br /> occurred. <br /> Approved: I z9f r�' <br />
