SIMPLOT COMPANY, <br /> LATHROP, SAN JOA QUYNCOUNTY, Case#3876 <br /> Thank you for your timely response in submitting the Detection Monitoring Program Work Plan <br /> (Plan) as requested in the Board's letter of 22 December 2000. We find the Plan to be acceptable <br /> based on the minimum requirements of Title 27, California Code of Regulations, Division 2, <br /> Subdivision 1 (Title 27), Section 20415. Section 20415 states that a Detection Monitoring Program <br /> must have a sufficient number of monitoring points that are "installed at appropriate locations and <br /> depths to yield ground water samples from the uppennost aquifer," and that "provide the best <br /> assurance of the earliest possible detection of a release from the Unit." <br /> J.R. Simplot proposes the installation of four additional monitoring wells (LP-4, LP-5, LP-6 and <br /> LP-7) as shown on Figure 7 of the Plan. As stated in the Standard Provisions and Reporting <br /> Requirements (Standard Provisions), as part of Waste Discharge Requirements Order No. 97-229, <br /> the discharger must"construct all monitoring wells to meet or exceed the standards stated in the <br /> State Department of Water Resources Bulletin 74-81 and subsequent revisions, and shall comply <br /> with the reporting provisions for wells required by Water Code Sections 13750 through 13755." <br /> Please ensure that all other applicable requirements of the Standard Provisions are complied with <br /> and data reported accordingly. <br /> The Plan also incorporates additional ground water sampling constituents for evaluating ground <br /> water quality and to aid hydrogeologic characterization. The inorganic constituents to be analyzed <br /> include: chloride, sulfate, nitrate as nitrogen, TDS, ammonia, phosphate, potassium, bicarbonate, <br /> carbonate, sodium, calcium, and magnesium. We concur with the list of constituents for the <br /> Purposes described above. As proposed in the Plan, once the wells are installed, sampled, and the <br /> data analyzed, J.R. Simplot will submit a report including tabular and graphical data summaries of <br /> monitoring well construction information, boring logs, a map of ground water occurrence, and <br /> Iaboratory analytical results for initial samples. <br /> We have also received the new Sampling and Analysis Plan (SAP). Once the SAP has been <br /> reviewed and found acceptable, we propose to incorporate all of the changes into a Revised <br /> California Elivironmental Protection Agency <br />
