SIMPLOT COMPANY <br /> LATHROP FACILITY <br /> STORMWATER SURFACE IMPOUNDMENTS <br /> AND <br /> CLASS II SURFACE IMPOUNDMENTS <br /> SAN JOAQUIN COUNTY <br /> f91 <br /> Groundwater monitoring data collected from monitoring wells downgradient of the formerly - <br /> asphalt-lined surface impoundment indicate that past discharges from the waste management <br /> units have resulted in releases of pollutants which have degraded groundwater quality. Elevated <br /> levels of total dissolved solids, consisting primarily of sulfate, sodium, chloride, nitrate and <br /> ammonia exceed the concentration limits established the Water Quality Protection Standard. As <br /> part of a Corrective Action Program, J. R. Simplot(hereafter referred to as Discharger) <br /> retrofitted the asphalt-lined surface impoundment and two other surface impoundments to meet <br /> the liner requirements found in the California Code of Regulations, Title27, Division 2, LLQ' <br /> Subdivision 1 (hereafter Title 27). Regional Water Quality Control Board (Regional Board) staff <br /> have requested the Discharger to submit a Corrective Action Plan to clean up the groundwater to <br /> comply with the Water Quality Protection Standard. <br /> Compliance with this Monitoring and Reporting Program, and with the companion Standard <br /> Provisions and Reporting Requirements, is ordered by Waste Discharge Requirements (WDRs) <br /> Order No. 97-229. Failure to comply with this Program, or with the Standard Provisions and - - <br /> Reporting Requirements, constitutes noncompliance with these WDRs and with the Water Code, <br /> which can result in the imposition of civil monetary liability. <br /> The Discharger shall maintain water quality monitoring systems that are appropriate for <br /> detection, evaluation and corrective action monitoring and that comply with the provisions of <br /> Title 27. <br /> A. WATER QUALITY PROTECTION STANDARD <br /> The Water Quality Protection Standard,-as defined in Title 27, consists of the constituents of <br /> concern, their concentration limits, the point(s) of compliance, and all water quality monitoring <br /> points. The Discharger has developed a Water Quality Protection Standard which identified the , <br /> following: <br /> Constituents of Concern <br /> Constituents of concern shall include all waste constituents,reaction products, and hazardous <br /> constituents that are reasonably expected to be in or derived from waste contained in the surface <br /> impoundments.
