Simplot Company <br /> Lathrop, San Joaquin County <br /> Points of Compliance <br /> The point of compliance for the surface impoundments is a vertical plane that extends through <br /> the uppermost aquifer underlying the surface impoundments and intersects the surface along the <br /> northern and western boundaries of the ponds. The water table wells on the point of compliance <br /> are LP-4, LP-5 and LP-6. The monitoring points which monitor the deeper portion of the aquifer <br /> along the point of compliance are LP-1 and LP-2. <br /> Compliance Period <br /> The compliance period for the facility shall be the number of years equal to the closure period. <br /> Each time the Water Quality Protection Standard is exceeded(i.e., a release is discovered), the <br /> facility begins a Compliance Period on the date the Regional Board directs the Discharger to <br /> begin an Evaluation Monitoring Program. If the Discharger's Corrective Action Program has not <br /> achieved compliance with the Standard by the scheduled end of the Compliance Period, the <br /> Compliance Period is automatically extended until the facility has been in continuous <br /> compliance for at least three consecutive years. <br /> B. REQUIRED MONITORING PROGRAMS <br /> 1. Monitoring Parameters <br /> The Discharger shall analyze groundwater samples and shall evaluate the resulting data as <br /> follows: <br /> a. Determine statistical concentration limits in groundwater according to Title 27, Section <br /> 20415 for the following naturally occurring parameters: pH, total dissolved solids, <br /> specific conductivity, chloride, sulfate, sodium,nitrate and ammonium; <br /> b. For parameters that use non-statistical methods, compare detections of the non-naturally <br /> occurring constituents (halogenated organic compounds and petroleum hydrocarbons) to <br /> the analyte's method detection limit. <br /> 2. Detection,Evaluation and Corrective Action Monitoring Programs <br /> A sufficient number of samples shall be taken from monitoring points to satisfy the data <br /> analysis requirements for a given Reporting Period, and shall be taken in a manner that <br /> ensures sample independence to the greatest extent feasible. Sample independence means <br /> that successive samples from one monitoring point are far enough apart in time to ensure that <br /> the groundwater sampled is different for each sampling event. <br />
