Monitoring and Reporting ..,gram No. 4
J.R. Simplot Company
Lathrop, San Joaquin County
Points of Compliance
The point of compliance for the surface impoundments is a vertical plane that extends through
the uppermost aquifer underlying the surface impoundments and intersects the surface along the
northern and western boundaries of the ponds. The water table wells on the point of compliance
are LP-4, LP-5 and LP-6. The monitoring points which monitor the deeper portion of the aquifer
along the point of compliance are LP-1 and LP-2.
Compliance Period
The compliance period for the facility shall be the number of years equal to the closure period.
Each time the Water Quality Protection Standard is exceeded(i.e., a release is discovered), the
facility begins a Compliance Period on the date the Regional Board directs the Discharger to
begin an Evaluation Monitoring Program. If the Discharger's Corrective Action Program has not
achieved compliance with the Standard by the scheduled end of the Compliance Period, the
Compliance Period is automatically extended until the facility has been in continuous
compliance for at least three consecutive years.
B. REQUIRED MONITORING PROGRAMS
1. Monitoring Parameters
The Discharger shall analyze groundwater samples and shall evaluate the resulting data as
follows:
a. Determine statistical concentration limits in groundwater according to Title 27, Section
20415 for the following naturally occurring parameters: pH, total dissolved solids,
specific conductivity, chloride, sulfate, sodium,nitrate and ammonium;
b. For parameters that use non-statistical methods, compare detections of the non-naturally
occurring constituents (halogenated organic compounds and petroleum hydrocarbons) to
the analyte's method detection limit.
2. Detection,Evaluation and Corrective Action Monitoring Programs
A sufficient number of samples shall be taken from monitoring points to satisfy the data
analysis requirements for a given Reporting Period, and shall be taken in a manner that
ensures sample independence to the greatest extent feasible. Sample independence means
that successive samples from one monitoring point are far enough apart in time to ensure that
the groundwater sampled is different for each sampling event.
