Significant Effects and Mitigation Measures <br />Conditions and/or controls on the project which are agreed to <br />by the facility and which will be implemented through the closure <br />plans and other public agency laws, ordinances, regulations, or <br />standards are described in the Initial Study. Assuming full <br />compliance with these controls, they are sufficient to limit <br />project impacts to an insignificant level. Thus, no additional <br />mitigation measures are required. <br />Consistency with Existing Zoning, Plans, and other Applicable Land Use <br />Control <br />The closure activities are consistent with general maintenance <br />and equipment decommissioning practices at industrial facilities. <br />Implementation of the proposed Plan will allow contained operation <br />of the J.R. Simplot Company facility under its current land use <br />zoning designation. <br />Applicable Laws, Ordinances, Regulations, and Standards (LORS) <br />The applicable LORS include, but are limited to: <br />STATE <br />Title 22, California Code of Regulations (Cal. Code of Regs.), <br />Division 4.5 Chapter 20 for requirements of closure of hazardous <br />waste facility <br />Title 8, Cal. Code of Regs., for worker safety. <br />LOCAL <br />San Joaquin Valley Air Pollution Control District, Regulation 8, <br />Rule 8000 for figitive of PM 10 prohibition <br />Rule 8070 for storage of materials and dust control measures. <br />CITY <br />City of Lathrop has no regulations for noise because the site is in <br />a general industrial area and has no land use impacts <br />This Initial Study was prepared solely by the <br />Department of Toxic Substances Control. <br />
