S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CEN CAL PLASTERING INC 1 15300 S MCKINLEY AVE, LATHROP November 25, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were found in the hazardous waste <br /> storage area: <br /> -One 55 gallon drum with used paper oil filters observed with non-secure lid. Operator states that he cannot find a <br /> ring but will find one. <br /> -One white 5 gallon bucket with used oil observed with no hazardous waste label. Found in the hazardous waste <br /> storage area. Operator transferred used oil into used oil tank and used a shop towel to wipe clean. Soiled shop <br /> towel was transferred into ameripride service container. <br /> -One yellow container with used oil observed with no hazardous waste label. Found in the hazardous waste storage <br /> area on top of 55 gallon product oil. Operator transferred used oil into used oil tank,wiped container clean with a <br /> shop towel. Placed soiled shop towel into ameripride services container. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> OBSERVATION: The following were observed in the storage area located in the north side of the facility: <br /> -One empty 55 gallon drum and one empty 55 gallon black drum observed on top of shipping container with no <br /> empty date. <br /> -Three 55 gallon (Red, black and white/brown)drums observed next to shipping container with no empty date. <br /> Note: Operator states that the drums have been there for longer than 6 months. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
