1.0 INTRODUCTION <br /> Pursuant to a stipulation and agreement filed on July 3, 1981, in San <br /> Joaquin County, California, Occidental Chemical Corporation (OCC) is in the <br /> process of remediating groundwater beneath and adjacent to the J.R. Simplot <br /> Facility at 16777 South Howland Road, Lathrop, California (the Site), (see Figure <br /> 1). In March, 1996, pursuant to a recommendation made in OCC's 1994 Annual <br /> Report, Groundwater Remedial Program, Lathrop, California, an evaluation was <br /> carried out of the permanent monitoring well network at the Site. The purposes <br /> of the evaluation were to determine which permanent monitoring wells were <br /> presently in need of replacement based on physical observation and performance <br /> characteristics, and to develop a longterm replacement schedule for the eventual <br /> replacement of all wells. The results of the evaluation were presented in the April <br /> 1, 1996 "Longterm Permanent Monitoring Well Replacement Schedule Report" <br /> The evaluation found that a complete longterm schedule could not be <br /> developed. It was, however, determined that the performance of ten wells had <br /> decreased sufficiently to warrant replacement over the next two years. Of these <br /> ten wells, six (PW4-196, PW8-150, PW19-88, PW24-50, PW24-148 and PW24-190) <br /> are scheduled to be replaced in 1996 while the remaining four (PW4-58, PW9-119, <br /> PW12-73 and PW22-160) are to be replaced in 1997. <br /> This workplan has been prepared to address abandonment of the original <br /> wells and installation of the replacement wells. The following sections of this <br /> workplan provide a summary of relevant Site historical and operational information <br /> and a discussion of the proposed replacement and abandonment procedures. <br /> 1 <br />
