SIMPLOT COMPANY, 16777 HOWLAND ROAD, <br /> LATHROP, SANJOAQUIN COUNTY <br /> Regional Water Quality Control Board staff have reviewed the June 2005 Corrective Action Work Plan <br /> (Work Plan) submitted on your behalf by Geomatrix Consultants. J.R. Simplot(Simplot)operates a <br /> fertilizer manufacturing and warehousing facility at 16777 Howland Road, Lathrop. East of Howland <br /> Road, Simplot operates three lined wastewater management ponds and one storm water pond. Simplot <br /> conducts groundwater detection monitoring of the wastewater management systems under Waste <br /> Discharge Requirements Order No. 97-229. Analytical results from groundwater samples taken <br /> downgradient of the wastewater ponds show that concentrations of sulfate,total dissolved solids(TDS), <br /> calcium,phosphate, ammonia, sodium, and nitrate are elevated above background. <br /> The site was previously owned by Occidental Chemical Corporation(Occidental). Occidental <br /> manufactured fertilizers and pesticides at the site from 1957 to 1976 and polluted groundwater beneath <br /> the site withl,2 dibromo, 3-chloropropane(DBCP), ethylene dibromide (EDB) and sulfolane. <br /> Occidental operates a groundwater remediation system west of the Simplot facility. Simplot purchased <br /> the facility from Occidental in 1983. <br /> Simplot submitted the Work Plan in response to our 11 February 2005 letter that requested a corrective <br /> action work plan to cleanup groundwater. The work plan proposes an evaluation monitoring program <br /> (EMP)which consists of advancing nine exploratory borings and collecting depth discrete groundwater <br /> samples from the water table, shallow zone and intermediates zone in the vicinity of the wastewater <br /> management ponds. The groundwater samples will be analyzed for TDS, ammonia,bicarbonate and <br /> carbonate, calcium, chloride, magnesium, nitrate, phosphate, sodium and sulfate. In addition, <br /> groundwater samples will be analyzed for Occidental's organic constituents of concern and potential. <br /> natural attenuation parameters. If the nine borings do not fully characterize the extent of pollution, <br /> Simplot will propose a second phase of sampling to characterize the site. <br /> Regional Board staff concur with the Corrective Action Work Plan. The preliminary schedule in the <br /> Work Plan proposes completing the first phase of the EMP 120 days and a feasibility study 210 days <br /> after Regional Board staff concurrence with the work plan, contingent on not needing to conduct a <br /> second phase of sampling. Therefore,by 7 November 2005,please submit the results of the EMP and <br /> by 7 February 2006 a feasibility study to evaluate alternatives for groundwater cleanup. <br /> California Environmental Protection Agency <br /> ��Recycled Paper <br />
