GE—O <br /> OMA7'RIX <br /> CORRECTIVE ACTION WORK PLAN <br /> Lathrop Facility <br /> San Joaquin County, California <br /> 1.0 INTRODUCTION <br /> The J. R. Simplot Company(Simplot) Lathrop facility(facility) is located in the southern part <br /> of the City of Lathrop, California, east of Interstate Highway 5 (Figure 1). Simplot operates <br /> one storm water pond and three Class II surface impoundments at the facility(Figure 2). <br /> Discharge to these impoundments is regulated by the California Regional Water Quality <br /> Control Board—Central Valley Region(RWQCB)under Waste Discharge Requirements Order <br /> No. 97-229 (WDRs) (RWQCB, 1997a) and the associated Monitoring and Reporting Program <br /> (MRP) (RWQCB, 1997b). In a February 11, 2005, letter to Simplot, the RWQCB requested <br /> that Simplot submit"a Corrective Action Program to clean up groundwater"and provide <br /> comments on a"draft revised Monitoring and Reporting Program." This report has been <br /> prepared on behalf of Simplot to respond to the Corrective Action Program(CAP)request. <br /> Simplot has separately responded to the RWQCB with comments on the draft revised MRP. <br /> This report is organized into sections addressing background information(Section 2.0), <br /> groundwater hydrogeology(Section 3.0), groundwater quality(Section 4.0),corrective action <br /> work plan(Section 5.0), and preliminary schedule(Section 6.0). References used in <br /> preparation of this report are included in Section 7.0. <br /> 2.0 BACKGROUND <br /> The following background information is summarized from a variety of facility references. <br /> The Lathrop facility is located at 16777 Howland Road in the southern part of the City of <br /> Lathrop, California. The Lathrop facility is shown on Figure 1. <br /> 2.1 LATHROP FACILITY OPERATIONS <br /> Best Fertilizers Company(Best) developed the Lathrop facility in 1952 for manufacturing <br /> fertilizers. In 1957,manufacturing of the pesticide 1,2-dibromo,3-choloropropane (DBCP)was <br /> added to facility operations. Occidental Chemical Corporation (Occidental) acquired Best in <br /> 1963. DBCP was manufactured until 1976. Simplot purchased the facility from Occidental in <br /> 1983 and currently operates a fertilizer manufacturing and warehousing facility on the property. <br /> In 1981, Occidental entered into a Stipulation and Judgment (No. CIV S-79-989 MSL) with the <br /> 1:\6000s\6741.000\Archive\6741-13.doc 1 <br />
