He said they <br /> cannot afford to spend that kind of money for design at this stage. <br /> As to findings #10 and #11 , those deal with design. They will not <br /> provide circulation to adjoining parcels. He said the Altamirano par- <br /> cels have a cul-de-sac in excess of 1, 500 feet in length. Mr. Wilson <br /> objected to recommended Condition of Approval No. 1 ( 1 ) . He said he <br /> concurred with the rest of the conditions and will. try to comply with <br /> the suggestion of the Local Health District. He further said that <br /> what they are proposing is consistent with what was allowed in the <br /> past . He :deferred to "the Olmstead Plan, " 1978 , SP-78-2, <br /> New Jerusalem Street Pian. Mir. Wilson said that this is the last par- <br /> cel in this particular neighborhood to be developed. <br /> Mi . Wilson said that all of the applicants for the project were pres- <br /> ent in support of this hearing. <br /> Comm. Gillispie asked if the plan being considered by the Commission <br /> is g,Ding tct be changed. Mr. Wilson responded that the plan will be <br /> changed as to the provision of public access to the pond through <br /> granting an easement. <br /> OPPONENTS: William Mather, S. Ruth Court, Tracy, said he was not <br /> really for or against the proposal, but was concerned over drainage. <br /> He asked which way the property would be graded and which way the <br /> water would go. He did not appear to be in opposition to a cul-de- <br /> sac. <br /> Mr. Lopez , speaking on behalf of Public Works, said that there has <br /> ')een nothing to show the drainage or the water table; and that the <br /> Department of Public Works cannot make a proper evaluation of that <br /> situation. <br /> Jane Cochrane, South Koster Road, owner of property adjacent to the <br /> `M _,or`° property, said she has applied for a Minor Subdivision and was <br /> concerned over circulation. She indicated that if a loop street were <br /> required, she would withdraw her application. <br /> REBUTTAL: Dennis Wilson said that he would like to be able to drain <br /> the entire subdivision similar to the Altamirano Terrace Subdivision, <br /> which was drained on individual parcels, and sloping drainage away <br /> from Edna Court.
