Item No. 1 <br /> PC : 7-21-88 <br /> ZR-88-26 <br /> Page 1 <br /> RECOMMENDATION <br /> Staff recommends that the Planning Commission recommend that the <br /> Board of Supervisors: <br /> I . Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Zone Reclassification No. ; ZR-88-26 to reclassify <br /> Assessor Parcel No. 051-200-24 from C-RC to GA-40 based upon <br /> the staff report ' s "Bases for Zone Reclassification. " <br /> BASES FOR ZONE RECLASSIFICATION <br /> 1 . "The proposed zone district is consistent with the General <br /> Plan. " <br /> Staff was able to make an affirmative determination for <br /> this Basis of Approval . The GA-40 zone is one of two pri- <br /> mary implementation zones for the General Plan designation <br /> of Agriculture. Although the C-RC zone may be used to <br /> implement the Agriculture designation under certain cir- <br /> cumstances, the project location does not qualify as a <br /> Rural Crossroads based on its proximity to the community of <br /> Lockeford. <br /> 2 . "The site of the proposed zone district is suitable for any <br /> of the land uses permitted within the proposed zone <br /> district . " <br /> ° Staff was able to make an affirmative determination for <br /> this Basis of Approval . Because of its limited size and <br /> drainage easements, the site is more suitable for land uses <br /> permitted in the GA-40 zone that it is for those permitted <br /> in the C-RC zone. <br /> 3 . "The proposed zone district is reasonable and beneficial at <br /> this time. " <br /> Staff was able to make an affirmative determination for <br /> this Basis of Approval . The site should be reclassified <br /> before it is developed. This action will help to prevent <br /> potential land use conflicts that might occur if the site <br /> is developed with commercial uses. <br /> 4 . "The proposed zone district will not have substantial , <br /> adverse effects on surrounding properties. " <br />
