CLf C), CL.ii
DEPARTMENT OF FOOD AND AGRICULTURE
1220 N Street 1'
Sacramento, CA 95814
December 20 , 1987
RECEIVED
DEC ? 3 1957
Mr. Harry Islas SAN JOAQUIN COUNTY
San Joaquin County Planning Division PLANNING DIVISION
1810 East Hazelton Avenue
Stockton , California 95205
Dear Mr. Islas:
Thank you for the opportunity to provide early consultation
concerning General Plan Amendment Pre-Application GP-88-21 of
Dell 'Aringa/Axton (SCH Ido. 87120106) .
This project would convert 138 acres of prime agricultural land
for the development of a marina and mobilehome park. As stated
in the CEQA Guidelines Appendix G (y) , conversion of prime agri-
cultural land is a significant environmental impact.
The Initial Study states that farming of the site is no longer
profitable. What is the cropping history of the site and why is
production no longer profitable? Can the planned development
be considered precedent setting for other similar properties?
The CDFA considers the of loss prime farmland and possible pres-
sures to surrounding farmland to be a significant environmental
impact, particularly when the land considered for development is
not located within or adjacent to an urban area.
For the above mentioned reasons, the California Department of
Food and Agriculture (CDFA) recommends that an Environmental
Impact Report (EIR) be prepared for this project.
Sincerely,
Martha Neur.an
Research Assistant
Agricultural Resources Branch
(916) 322-5227
cc: Norn•ia wood
