Chet Davisson, Director 121938 PLANNING DIVISIOr,,
San Joaquin County ENS'IRCNINAI=NTA(_ HEALTH
Department of Planning and Building In",W}ItA. i4VICES
1810 E. Hazelton Avenue
Stockton, California 95205
Dear Mr . Davisson:
I am sending you this letter , at the request of Dr. Helmuth
Hoff , in order to outline for you the current plan for sampling
the soil and groundwater on the Woodson Estates property , for the
purpose of characterizing the potential risk which may exist as
a result of the presence , if any , of chemicals identified by the
California Department of Health Services (CDHS) during their site
evaluation of Lodi Airport. The Lodi Airport has been scheduled
by CDHS for clean-up as a hazardous waste site under the
Hazardous , Substance Clean-up Bond Act of 1984 as a result of the
presence of identified hazardous chemicals on airport grounds.
The potential risk to humans from any identified chemicals
will be calculated as a function of toxicity of the specific
chemical substance , coupled with the level and duration of
exposure. The exposure pathways to be considered are inhalation
(fugitive dust) , direct contact (dermal exposure) , and ingestion
(drinking water) .
Development of sampling protocol will be coordinated with
scientists within the Toxic Substances Control Division of the
California Department of Health Services. Risk assessments will
be conducted by following the guidelines within the California
Department of Health Services , "Decision Tree Manual" .
Sampling Program:
1 , Soil
In order to evaluate a worst case exposure situation soil
samples will be taken from Woodson Estate p r o p e r t y at
locations immediately opposite the aircraft wash down area
( south side of Jahant Road at Frontage Road " T "
intersection) , and immediately opposite the hazardous waste
spillage/disposal site (West end of Runway 8/26) . A third
sample site will be located immediately opposite the airport
and between the two locations described above.
9517 Durango Way Elk Grove, CA 95624 (916) 685-5010
