A grading plan shall be submitted by the applicant , and it <br /> shall be approved and a grading permit issued by the <br /> Building Inspection Division prior to the performance of <br /> any excavation or filling of earth material : <br /> ( 1 ) The grading plan shall contain the information listed <br /> in the U . B. C . , Appendix, Chapter 70 , Section 7006 ( 1 ) . <br /> ( 2 ) The grading plan shall include complete drainage <br /> details and elevations of the adjacent parcels. <br /> Retaining wall details shall be submitted where appli- <br /> cable . <br /> ( 3 ) All recommendations of the soils engineer shall be <br /> incorporated in the grading plans . <br /> ( 4) All compaction reports must be submitted prior to <br /> issuance of a building permit . <br /> c . The Development Plan shall indicate the following: <br /> ( 1 ) Provide parking for the physically handicapped. The <br /> space (s) shall be located as close as possible to the <br /> primary entrance (C .A.C . , Title 24) . <br /> ( 2 ) Provide identification signs for the parking space(s) ; <br /> include a "two away" sign at each, or it must be <br /> visible from each space (C .A.C . , Title 24) . <br /> ( 3 ) The slope of a parking space shall not exceed 1/4 inch <br /> per foot (C .A.
