" <br /> ° "Land should be annexed only where it is served or may be <br /> readily served by municipal service networks. " <br /> ° "A 'master plan' for circulation networks must be developed <br /> prior to approving new development in the urban fringe. " <br /> The City of Stockton Public Works Department considers the <br /> County' s consideration of the Use Permit to be premature . The <br /> Public Works Department recommends that consideration of the <br /> Use Permit be postponed until the North Stockton Traffic Study <br /> is complete and the project site is considered for annexation <br /> to the City of Stockton. In its comment letter, the Public <br /> Works Department states, "This will allow the City, as the <br /> agency responsible for providing services to the site, to <br /> appropriately analyze and mitigate the site' s potential <br /> impacts. " <br /> The North Stockton Traffic Study specifically includes the <br /> Christian Life Center project. The study was commissioned in <br /> part by local developers, including Christian Life Center. The <br /> draft study was due sometime in late July 1987 . Omni-Means, the <br /> City' s traffic consultant , is also the applicant ' s traffic con- <br /> sultant for UP-86-6. It should not be concluded, however, that <br /> the Omni-Means findings and recommendations contained in the <br /> traffic report submitted for this County project will be simi- <br /> lar to those yet to be developed in the North Stockton Traffic <br /> Study. One reason for not assuming a correlation between the <br /> County report and the City study is that the County report was <br /> submitted in mid-1986, prior to the November City election. <br /> Recently, on May 11 , 1987 , Omni-Means submitted a supplement to <br /> its County traffic report . The Omni-Means supplement itself <br /> contains an advisory on the County traffic report : <br /> "This estimate of project contribution to cumulative <br /> improvements may be superseded in the future by a more <br /> refined analysis now being conducted for the City of <br /> Stockton. An area-wide travel demand model is being <br /> developed, and future traffic volumes, required improve- <br /> ments, and refined cost estimates will be provided. This <br /> information will be available in late summer. " <br /> County General Plan and Zoning: <br /> The project site is located within a 125-acre rural residential <br /> area northwest of Hammer Lane and State Route 99. Most of this <br />
