" <br /> ° "A ' master plan ' for circulation networks must be developed <br /> prior to approving new development in the urban fringe . " <br /> The City of Stockton Public Works Department considers the <br /> County' s consideration of the Use Permit to be premature . The <br /> Public Works Department recommends that consideration of the <br /> Use Permit be postponed until the North Stockton Traffic Study <br /> is complete and the project site is considered for annexation <br /> to the City of Stockton. In the words of its comment letter, <br /> the Public Works Department states, "This will allow the City, <br /> as the agency responsible for providing services to the site, <br /> to appropriately analyze and mitigate the site ' s potential <br /> impacts. " <br /> The North Stockton Traffic Study specifically includes the <br /> Christian Life Center project . The study was commissioned in <br /> part by local developers, including Christian Life Center . The <br /> draft study is due sometime in July 1987 . Omni-Means is also <br /> the applicant ' s traffic consultant for UP-86-6 , the County pro- <br /> ject ; it should not be concluded, however , that the Omni-Means <br /> findings and recommendations contained in the traffic report <br /> submitted for the County project will be similar to those yet <br /> to be developed in the North Stockton Traffic Study. One good <br /> reason for not assuming a correlation between the County report <br /> and the City study is that the County report was submitted in <br /> mid-1986 , prior to the November City election. Recently, on <br /> May 11 , 1987 , Omni-Means submitted a supplement to its County <br /> traffic report . The Omni-Means supplement itself contains an <br /> advisory on the County traffic report : "This estimate of pro- <br /> ject contribution to cumulative improvements may be superceded <br /> in the future by a more refined analysis now being conducted <br /> for the City of Stockton. An area-wide travel demand model is <br /> being developed, and future traffic volumes, required improve- <br /> ments, and refined cost estimates will be provided. This <br /> information will be available in late summer . " <br /> County General Plan and Zoning: <br /> The project site is located within a larger area northwest of <br /> Hammer Lane and State Route 99 that is designated Rural <br /> Residential on the County General Plan. Most of this area is <br /> either vacant or under agricultural production. The exception <br /> is the rural residential development located south and east of <br /> the project site on Moreland Court . This long-established sub- <br /> division contains approximately 20 single-family residences . <br />
