While the <br /> existing Hammer Lane right-of-way and road improvements are <br /> considerably less than those contained in the Specific Road <br /> Plan, the Plan itself needs to be upgraded to serve the project <br /> traffic volumes associated with cumulative development now <br /> foreseeable . If road improvements are required for the <br /> Christian Life Center project alone, then major projects such <br /> as that proposed should not be approved until local government <br /> has had an opportunity to update its traffic projections and to <br /> revise the Hammer Lane Specific Road Plan. <br /> Site Access and Interior Traffic Circulation: <br /> Site access is proposed at two locations : Hammer Lane and <br /> State Route 99 West Frontage Road. Interior vehicle traffic <br /> circulation between site access points will be handled by a <br /> four-lane road which loops around both sides of the project <br /> buildings . <br /> The site plan should be revised to separate bus and <br /> recreational vehicles from automobile and pedestrian traffic . <br /> The site plan now designates the ground maintenance and storage <br /> area for bus parking. This location is undesirable because it <br /> is adjacent to an established residential neighborhood. The <br /> area provided for RV parking is at the other end of the project <br /> site from the ground maintenance area, between Parking Area A <br /> and Parking Area B. It would seem preferable to consolidate <br /> the bus and RV parking areas into a single restricted parking <br /> area, possibly in a portion of Parking Area A. In addition, it <br /> may be desirable to establish a restricted access point on State <br /> Route 99 West Frontage Road to improve site ingress and egress <br /> for automobiles and buses alike. Pedestrian access to project <br /> facilities will be provided in two ways : by drop-offs adjacent <br /> to project facilities, and by walkways extending from parking <br /> areas to project facilities . <br /> The site plan proposes pedestrian drop-offs at the north, west , <br /> and east sides of the sanctuary. These drop-offs are shown as <br /> widenings beyond the four-lane loop width. Because it is not <br /> clear from the site plan whether vehicle traffic will be cir- <br /> culating in a one-way or two-way direction, it may be necessary <br /> to provide pedestrian drop-offs on the sides opposite the drop- <br /> off areas presently shown. <br /> The site plan proposes eight-foot sidewalks along the interior <br /> side of the loop drive . Eight-foot sidewalks should be added <br /> along the outside of the loop drive, as well . <br />
