An Improvement Plan, prepared by a Registered Civil <br /> Engineer , showing sewer , water , and drainage systems , <br /> driveway access details, on-site parking, and grading <br /> shall be submitted to the Department of Public Works for <br /> approval . <br /> b. A public sanitary sewer system shall be provided by the <br /> owner/developer and served by the City of Stockton. <br /> c . A public water system shall be provided by the owner/ <br /> developer and served by the City of Stockton. As an <br /> alternate, a private water system for the development is <br /> allowed on an interim basis provided that the system is <br /> designed for future connection to the City of Stockton <br /> system when available. <br /> d. Terminal drainage is required for the development . The <br /> use of an on-site drainage pond is acceptable provided <br /> that the system is designed for terminal drainage when <br /> available . <br /> e . The owner/developer shall be responsible for 100 percent <br /> of the cost of any infrastructure oversizing needed/pro- <br /> vided to serve the site , and it shall be in conformance <br /> with City of Stockton requirements for connection to the <br /> City facilities. <br /> f . The owner/developer shall provide a public road through <br /> the project site to provide access for Moreland Court . <br /> The public road shall be dedicated and improved to a mini- <br /> mum County standard of a 50-foot right-of-way urban <br /> street . A cul-de-sac for Moreland Court at the intersec- <br /> tion with Hammer Lane shall be constructed to close access <br /> to Hammer Lane . <br /> g. The owner/developer shall dedicate and improve Hammer Lane <br /> along the site frontage to provide a 61-foot half section, <br /> including an eastbound left-turn lane to serve the pro- <br /> posed "Access Road, " in accordance with City of Stockton <br /> standards. <br /> h. The proposed "Access Road" shall be a minimum of 52 feet <br /> wide, curb to curb, in accordance with City of Stockton <br /> standards . <br />
