KEESEE, ET AL <br /> ---------------------------------------------------------------- <br /> applicant has submitted a preapplication for a Zone <br /> Reclassification to rezone five parcels totaling approximately <br /> 2 . 15 acres from R1-8 (Residential) , R1-10 (Residential) , and R-2 <br /> (Residential ) to C-1 (Neighborhood Commercial) . The General Plan <br /> designation for these parcels is Low Density Residential . The <br /> Planning Division has reviewed this preapplication and offers the <br /> :allowing comments: <br /> GENERAL PLAN CONSISTENCY: <br /> This area is designated as Residential on both the City of <br /> Stockton and the County General Plan. Though the proposed C-1 <br /> _J.ng may be a consistent implementing zone for the Low Density <br /> �aidential designation under certain circumstances, in this case <br /> there is no justification for the C-1 zone. The intent of the <br /> i Neighborhood Commercial (C-1 ) zone is to supply the day-to-day <br /> f needs of the area residents. The site is located near a wide <br /> variety of existing commercial uses and property zoned C-2 <br /> ;Community Commercial) . It is doubtful whether locating addi- <br /> ::ional property zoned C-1 at this site would be necessary for <br /> additional businesses providing goods and services to meet the <br /> I <br /> "day-to-day" needs of area residents. - <br /> The proposal is also inconsistent with several textual aspects of <br /> the Policies for Development of Land Use/Circulation Element of <br /> the General Plan, These-_--include the following: <br /> Commercial Development Objective: <br /> "To encourage the grouping of commercial uses within compact <br /> areas and discourage new strip or ribbon development.
