which there is no effective mitigation measure. Actual <br /> conversion of the 205 acres of farmland will not occur until <br /> a project is actually approved and constructed. Such a project <br /> will require a conditional Use Permit and an appropriate <br /> environmental review at that time. <br /> The EIR recommends as partial mitigation the purchase or <br /> donation of equivalent size and value development rights to <br /> prime agricultural land in the area of the project site, or <br /> contribution of an in-lieu fee to the San Joaquin Open Space <br /> and Farmland Trust. Such measures are more appropriately <br /> considered at the conditional Use Permit stage when actual <br /> conversion will occur and a specific project is proposed, <br /> because more information will be available. <br /> The proposed project site has not been planned for industrial <br /> uses . However, the site complies with several existing <br /> General Plan policies which seek to promote the potential of <br /> the County ' s transportation network for the distribution of <br /> goods by providing desirable locations for industry. Also, <br /> development of this land for trucking-related industrial uses <br /> may preclude this particular proposal from utilizing <br /> agriculturally designated land elsewhere in the County. <br /> 2 . Impact: <br /> Loose trash, noise and traffic. <br /> Mitigation• <br /> Appropriate mitigation measures will be required at the <br /> Conditional Use Permit stage. <br /> Findings • <br /> Changes or alterations have been incorporated into the project <br /> which avoid this effect. <br /> Supporting Facts: <br /> The General Plan Amendment and Zoning Reclassification alone <br /> will not cause these impacts. The General Plan Amendment and <br /> Zoning Reclassification will not, in themselves, generate <br /> loose trash, noise or traffic. Such impacts, if any, will <br /> arise only if a project such as a warehouse distribution <br /> center is constructed.
