BASES FOR ZONE RECLASSIFICATION
1. The proposed zone district is consistent with the General
Plan.
° The RM/SC-S (Restricted Manufacturing/Scenic Corridor,
Conditional Zoning) zone is consistent with the proposed
Limited Industrial General Plan designation. The
implementation of a conditional RM zone will allow
warehouse and distribution uses which rely on heavy truck
traffic to be located adjacent to a major freeway
corridor.
2 . The site of the proposed zone district is suitable for any of
the land uses permitted in the proposed zone district.
The conditions of the Zone Reclassification will require
discretionary review (issuance of separate Use Permits
for all new construction) and will ensure adequate
analysis of potential impacts of any proposed
development. Further, potentially incompatible uses will
be restricted from this RM/SC-S zone.
3 . The proposed zone district is reasonable and beneficial at
this time.
Rezoning will allow development that is consistent with
the General Plan designation, and the conditions of the
reclassification will ensure that future development
complies with the intended goal of providing a site where
large-scale warehouse and truck distribution uses may be
located.
4 . The proposed zone district will not have a substantial,
adverse effect on surrounding properties.
The proposed zone district is bordered by agriculture
(grazing) and by a proposed truck stop facility. The
reclassification will be conditioned to ensure that
adverse impacts will not result from development under
the RM/SC-S zone. The uses listed under the RM/SC-S zone
are less intensive than permitted under other industrial
zones.
