BASES FOR ZONE RECLASSIFICATION <br /> 1. The proposed zone district is consistent with the General <br /> Plan. <br /> ° The RM/SC-S (Restricted Manufacturing/Scenic Corridor, <br /> Conditional Zoning) zone is consistent with the proposed <br /> Limited Industrial General Plan designation. The <br /> implementation of a conditional RM zone will allow <br /> warehouse and distribution uses which rely on heavy truck <br /> traffic to be located adjacent to a major freeway <br /> corridor. <br /> 2 . The site of the proposed zone district is suitable for any of <br /> the land uses permitted in the proposed zone district. <br /> The conditions of the Zone Reclassification will require <br /> discretionary review (issuance of separate Use Permits <br /> for all new construction) and will ensure adequate <br /> analysis of potential impacts of any proposed <br /> development. Further, potentially incompatible uses will <br /> be restricted from this RM/SC-S zone. <br /> 3 . The proposed zone district is reasonable and beneficial at <br /> this time. <br /> Rezoning will allow development that is consistent with <br /> the General Plan designation, and the conditions of the <br /> reclassification will ensure that future development <br /> complies with the intended goal of providing a site where <br /> large-scale warehouse and truck distribution uses may be <br /> located. <br /> 4 . The proposed zone district will not have a substantial, <br /> adverse effect on surrounding properties. <br /> The proposed zone district is bordered by agriculture <br /> (grazing) and by a proposed truck stop facility. The <br /> reclassification will be conditioned to ensure that <br /> adverse impacts will not result from development under <br /> the RM/SC-S zone. The uses listed under the RM/SC-S zone <br /> are less intensive than permitted under other industrial <br /> zones. <br />
