ANA
17, Working To Restore Nature
3164 Gold Camp Drive SEP 2 2 1992
Rancho Cordova, CA 95670
Phone: (916)852-6690 ENVIRONMENT AL HEALTH
Fax: (916)852-6688 Il / CV4E
September 17, 1992
Mr. Anthony Mendes
Sank Joaquin County Air Pollution Control District
P.O. Box 2009
Stockton, California 95201
Subject: Notification of Vapor-Extraction Feasibility Test to be Performed at City of
Stockton Fire Engine Company No. 2, 110 West Sonora Street, Stockton,
California
Mr. Mendez:
RESNA Industries (RESNA) proposes to conduct a feasibility vapor-extraction test (VET)
at the subject site during the week of September 28, 1992. At the request of the City of
Stockton, RESNA is performing this work in conjunction with an ongoing environmental
investigation and anticipated treatment of hydrocarbon-bearing soil beneath the subject site.
Lead regulatory oversight for the environmental programs being implemented at the site is
being conducted by Ms. Linda Turkette of the San Joaquin County Public Health Services.
The VET will be performed to collect site specific data and evaluate the feasibility of vapor
extraction as a hydrocarbon-removal alternative. The equipment to be used for the test will
consist of (1) an internal combustion (I.C) engine, (2) instrumentation for measuring air
flow, air velocity, air pressure, and air temperature, (3) polyvinyl chloride piping, fittings,
and wellhead connections, (4) a portable organic vapor analyzer and air sampling apparatus
and 5) existing vapor-extraction wells that exist at the site. Upon completion of work,
RESNA will prepare and submit a letter report to the City of Stockton summarizing field
and laboratory results and conclusions.
We anticipate performing the VET for approximately 6 to 8 hours. The expected
destruction efficiency of the I.C. engine, based upon previous feasibility tests, is greater than
95 percent. The VET will include influent and effluent air sampling and analysis to evaluate
the destruction efficiency achieved during this test. RESNA respectfully requests
authorization to perform the feasibility test.
0914amen
38009-7
- —+w-
