amount of lime waste was also located in the south-central portion of the subject property. <br /> According to information provided in a 1999 subsurface investigation report by Kleinfelder, <br /> Inc. (Kleinfelder), Site B contained an estimated 2,800 cubic yards of debris, soil, and lime. <br /> In June 1999, 5,000 yards of soil and debris were excavated from Site B. Two groundwater <br /> samples and one soil sample were collected from Site B in June 1999. Laboratory analysis <br /> of the groundwater and soil samples collected from Site B reported slightly elevated <br /> concentrations of metals, toluene, 1,2,4-tri methyl benzene, total xylenes, and total cyanide. <br /> However, based on the low levels reported and the intended use of the subject property as <br /> an industrial site, Kleinfelder recommended that no further evaluation of the former disposal <br /> Site B be conducted and that the site be considered "clean-closed." <br /> Based on the trace concentrations reported within the soil and groundwater samples <br /> collected from Site B, Mr. Robert McCallum of the San Joaquin County Public Health Services <br /> Department Environmental Health Division (PHS/EHD) verbally authorized the backfilling of <br /> Site B on July 16, 1999. According to a 2001 Phase I Environmental Site Assessment (ESA) <br /> Update prepared for the former Spreckels Sugar site, Site B was granted a verbal "clean- <br /> closure" by Mr. Robert McCallum of the San Joaquin County PHS/EHD. <br /> In association with the subsurface investigations conducted at the former Spreckels facility, <br /> monitoring wells MW-3 and -7 were formerly located at the subject property. Kleinfelder <br /> abandoned MW-7 on July 14, 1999. Additionally, based on information obtained at the San <br /> Joaquin County Environmental Health Department (SJCEHD), all of the monitoring wells <br /> associated with the former Spreckles facility have been decommissioned as of March 2011. <br /> Based on the local regulatory oversight provided during the abandonment of the former <br /> Spreckels Sugar Company wells, the former presence of these wells on the subject property <br /> is not expected to represent a significant environmental concern. <br /> With regards to the wastewater ponds formerly located on the subject property, according <br /> to information reviewed at the RWQCB, several subsurface investigations were conducted in <br /> the areas of the former wastewater ponds circa 1997-2001. Soil sampling activities <br /> conducted during this time analyzed soil samples for metals, total petroleum hydrocarbons <br /> as diesel (TPHd), pesticides and herbicides, polychlorinated biphenyls (PCBs), volatile <br /> organic compounds (VOCs), semi-volatile organic compounds, triazine, and carbamate <br /> pesticides and chromium. Based on the results of these subsurface investigations, the pond <br /> areas of the former Spreckels Sugar site were classified by the RWQCB as "clean-closed" in <br /> 2002. In addition, because the ponds were "clean-closed," a deed restriction was not <br /> placed on the former wastewater ponds. According to Mr. Ross Atkinson of the RWQCB and <br /> documents reviewed at the RWQCB, the entire former Spreckels Sugar site received case <br /> closure in June 2008. <br /> However, in 2010, the case was revisited due to the identification of one well, MW-2R, <br /> which was not properly decommissioned. This well is located on the Target/AKF <br /> Development property, located at 280 Spreckles Avenue. Based on records reviewed at the <br /> San SJCEHD, all of the Spreckels Sugar Company wells had been destroyed by March 2011. <br /> According to a SJCEHD memo dated March 25, 2011, the former Spreckels Sugar Company <br /> facility wells will be provided with regulatory case closure from the RWQCB following receipt <br /> of payment for the final closure process.
