SANJOARIN Environmental Health Department <br /> —COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Nam: Facilit,Address: Oau: <br /> TEV ELDE,GEORGE DAIRY 27815 E 00005 R0, ESCALON February 25, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice,.Comply) <br /> Item M Remarks <br /> 403 CCR 66262.34(dx2)Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION:The following open hazardous waste storage containers were observed on-site:A white,dark <br /> stained 5 gallon plastic bucket was observed with a lid but the lid had an open hole on the top.Next to the bucket, a <br /> white,dark stained plastic pail with an approximate capacity of 3 gallons was observed with an open top.Both <br /> containers were said to contain used lubricating oils.A blue poly container which appeared to be the bottom quarter <br /> of a 55 gallon poly drum,was observed with approximately 5 gallons of used lubricating oils.This container had an <br /> open top.A blue 55 gallon steel drum was observed with approximately two gallons of used lubricating oils and two <br /> filters.The steel drum had an open top.Waste not being added or removed at the time the observations were <br /> made. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage,except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f)Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. Thecontainers <br /> were:Approximately thirteen 5 gallon plastic buckets,one pail,one 55 gallon steel drum and a blue poly container <br /> which appeared to be the bottome quarter of a 55 gallon poly drum. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words`Hazardous Waste', name and address of generator,hazardous properties, physical state,composition <br /> (contents),accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EH with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by March 26, 2020. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate($152).
