I
Additional Groundwater Investigation and Remiw_k Feasibility Evaluation Work Plan
Stockton Center Site Authority-University Park
January 25,2005
Page 11
Condor proposes to employ Environmental Bio-Systems, Inc. (EBS) of Mill Valley, California for the
bench scale testing. Both the SJCEHD and the CRWQCB are familiar with this firm and the firm's
principle manager and technical expert, James A. Jacobs, R.G., C.Hg. A detailed work plan for the bench
scale testing is not provided in this work plan. Please refer to the project schedule portion of this work
plan below, for more information regarding the recommended approach.
7.0 PROJECT SCHEDULE AND REPORTING
If the SJCEHD and the CRWQCB approve the field work and laboratory analyses described above, in
particular, and approve of the need for bench scale testing, Condor proposes that the described field work
commence within six weeks (of said approval). Upon approval by the SJCEHD and CRWQCB of
conducting the bench scale testing (in principle), Condor will provide a detailed work plan for the bench
scale testing. This process will allow much of the field investigation to be conducted rapidly. The results
of the field work and laboratory testing may allow the scope of work for the bench scale testing to be
refined, or if site conditions observed during the field work or the results of the laboratory analyses
indicate that ozone won't be effective, eliminate the ozone injection portion of the bench scale testing.
Bench scale testing, if it is conducted (following approval of'the detailed work plan to be submitted
following the first phase of field work), is anticipated to last several weeks to fully evaluate and optimize
site conditions. Once the bench scale testing data has been evaluated, a report describing the well
installations, the laboratory analytical results of chemical and physical parameters, and the bench scale
results will be prepared for submittal to the SJCEHD and CRWQCB. At a minimum the report will
include: (1) a description of the fieldwork conducted at the site, (2) the results of the laboratory analysis,
(3) the results of the bench scale tests, and (4) Condor's recommendations for site remediation. Condor
can provide a work plan, as an appendix to the report, proposing a specific remediation method and
detailed description of the remediation system.
The provisional phase II remediation/monitoring points (wells) shown in Figure 7 (Appendix A) are, at
this point, simply an example of what will likely be proposed in the appendix (work plan) to the above
described report. These wells, if installed, will be completed in locations and at depths based on the
results of the work described in this plan. The delivery system for both the ozone and oxygen diffusion,
and potentially other agents, can be the same two-inch diameter wells. The technologies can be moved
around between the wells, as needed. If you need additional information or have any questions, please call
Don Kresse at(209)234-0518.
Respectfully submitted,
CONDOR EARTH TECHNOLOGIES, INC.
Casey Kipf Donald F.Kresse,R.G., C.Hg.,REA
Staff Geologist Senior Environmental Hydrogeologist
P:\3000_pd\3024 CSUS-Multi-Campus\3024C\Workplans\AdditionalGWlnv&RemedFeasEvalWorkPlan.doc
