Stockton Unified School District <br /> Geological and Environmental Hazards Assessment <br /> CSU-Stanislaus,Stockton Campus School Site <br /> Page.27 <br /> 9.0 OPINION <br /> It is Condor's opinion that there are three factors relating to the site properties that are considered <br /> recognized environmental conditions pursuant to the ASTM Standard. Pesticides have been extensively <br /> �. used in the Central Valley and are residual in the soil. A portion of the site has historically been used for a <br /> park area and herbicides have been recently applied. There is the possibility of finding residual pesticide <br /> or herbicide contamination in the soil on the site property, a recognized environmental condition. The <br /> ,,. location of an active former-UST site investigation (this would include the 55-gallon drums) is considered <br /> a recognized environmental condition. Due to the age of the storage building, there is the possibility that <br /> the hydraulic elevator could contain PCBs; thus a recognized environmental condition. <br /> It is Condor's opinion that there are three factors relating to the site that would be considered historical <br /> recognized environmental conditions pursuant to the ASTM Standard The electrical switching stations <br /> used to contain PCBs, a historical recognized environmental condition. The steam tunnel system could <br /> possibly contain hazardous substances; thus a historical recognized F Y envirgnmental condition. The <br /> demolition debris assumed to be located under the fill in the current track and field could possibly contain <br /> hazardous substances; thus, a historical recognized environmental condition. <br /> M•. <br /> It is Condor's opinion that there are three factors relating to the site properties that could be considered a <br /> de minimis condition. The stockpiles of soil with concrete debris could possibly contain small amounts of <br /> +-- discarded hazardous materials, thus Condor considers these areas as having a minimal risk to the site, a de <br /> n7inimis condition. The functioning and open-gravity-flow sewer screening station is accessed from a <br /> locked door with stairs descending from the site property. The potential for exposure to hazardous waste <br /> ... is low, a de minimis condition. The current 50,000-volt electrical distribution station was indicated as <br /> having PCB-containing oil in the CIES file review. There was no visual indication of leakage, thus a de <br /> minimis condition. <br /> It is Condor's opinion that the seven off-site locations revealed by ASTM-specified databases with files <br /> located at EHD, are of no apparent risk due to distance and/or the reported eastern and northeastern <br /> groundwater gradient directions. <br /> Additional information sources were reviewed and identified. There are railroad tracks located <br /> approximately 300 feet to the east. Underground natural gas pipeline and steam-tunnel systems are <br /> located on the site property.No airport runways were located in the area. <br /> We recommend a Geotechnical Engineering Study be completed to further assess site-specific soil <br /> '" conditions in accordance to Title 24 prior to design and construction of the proposed site improvements. <br /> All opinions expressed herein are based upon the evidence reviewed and the assumptions made during the <br /> assessment. <br /> Lo <br /> 10.0 CONCLUSIONS <br /> Condor has performed a Phase I ESA in conformance with the scope and limitations of ASTM Practice E <br /> 1527-00, and California Education Code § 17212, § I7213, and § 17215 and California Public Resources <br /> Code § 2I 151.8, of APN 139-210-04 located in Stockton, California. Any exceptions to, or deletions <br /> from, this practice are noted in Section 11.0 of this report. This assessment has revealed three recognized <br /> environmental conditions in connection with the site: <br /> r <br /> i.., <br /> CONDOR <br />
