L (6lk <br /> WALT DEN DULK MAILED OCT 1 11995 <br /> RIPON MILLING <br /> P O BOX 180 <br /> RIPON CA 95336 <br /> RE: RIPON MILLING COMPANY SITE CODE. 1481 <br /> 320 S STOCKTON AVE CONTRACTOR#: 39000 <br /> RIPON CA 95336 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed the review <br /> of the "Report-Groundwater Investigation" dated July 31, 1995, submitted by Geological Technics Inc., and has <br /> the following comments for your consideration. <br /> The over-excavation activities completed in August of 1994 was successful in removing the bulk of the impacted <br /> soil from the site. Groundwater samples collected from the monitoring well installed downgradient of the former <br /> tank pit area show low levels of benzene and xylene. <br /> PHS/EHD has performed a review of reports submitted for the investigation being conducted for the Nestle facility <br /> at 230 Industrial Drive. The nearby Nestle wells show background water quality to be degraded by a release of <br /> trichloroethene (TCE) and associated compounds. In fact, this site is situated in the center of the TCE plume <br /> identified by Nestle in the upper waterbearing unit in the area. <br /> Therefore, because the bulk of the impacted soil has been removed from the site, and only low levels of benzene <br /> and xylene are detected in groundwater downgradient of the former tank pit area, and because background water <br /> quality is polluted with TCE and its associated compounds, PHS/EHD concludes that any further investigation <br /> and/or remediation with regard to the underground storage tanks formerly located at the site would not result in an <br /> added benefit to the people of the state with regard to improved water quality. <br /> However, before this site can be formally closed, the soil generated by the over-excavation activity must be <br /> addressed and the monitoring well located on-site must be destroyed. By November 6, 1995, please submit to <br /> PHSIEHD a workplan to investigate the levels of contamination in the soil pile and to describe the method <br /> by which the monitoring well will be destroyed.
