I
 KLEINFELDER
June 1, 1994
File: 23-Y00001
Mr. Walt Nichols
The City of Stockton
' Department of Public Works
City Hall Room 317
Stockton, CA'95202-1997 -
Subject: City of Stockton Site
133 South Sutter Street
Stockton, California
Dear Mr. Nichols:
I have reviewed Kleinfelder's archived reports and a letter from San Joaquin County Public Health
Services/Environmental Health Division (PHS/EHD) regarding the site at 134 South Sutter
Street. The PHS/EHD is recommending that the City of Stockton submit a work plan for
additional investigation in the vicinity of the former oil/water separator sump and former UST #4.
!E The City of Stockton built a new garage at the site in 1988 and 1989. During the course of the
demolition, grading and construction of the site, previously unknown fuel storage tanks were
encountered. Kleinfelder was retained by the City of Stockton to observe the removal of the
tanks and to collect soil samples beneath the tanks. Kleinfelder's environmental sampling for the
project began on October 6, 1988. Soil samples were collected beneath the following tanks:
• Two 1,000 gallon storage tanks (#1 and 92)
• One oil/water separator sump
• One 500 gallon storage tank(#3)
• One 1,200 gallon storage tank (#4)
Results of the tank content and soil sampling events are presented in the following reports:
• "Soil Sampling Results" dated October 19, 1988;
• "Soil Sampling Results" dated November 7, 1988;
• "Waste Oil[Water Separator Sump" dated November 7, 1988;
• "Sampling Results" dated March 8, 1989;
• "Soil Sampling for Soil Excavation" dated March 9, 1989; and
+ • "Soil Sampling Results" dated March 22, 1989.
f
It should be noted that in 1988, this was an active construction project with a tight time schedule.
As unknown underground storage tanks were discovered, the City of Stockton notified
GL3-44(1994) Page 1 of 5 June 1, 1994
Copyright 1994 Kleinfelder, Inc.
KLEI\EELDER 2121 Cafifornia 81Vd., Suite 570, 4Vainut Creek, CA 94590 (415) 938-5610
