surface. Kleinfelder observed the soil as having a sewage type odor. Two <br /> soil samples were collected at depths of 13.5 to 14 feet below the ground <br /> surface (below the gray layer). Constituents of concern were not detected <br /> above the laboratory reporting limits and the detection limits were not <br /> elevated. A heavier hydrocarbon was indicated in one of the two samples <br /> but it could not be quantitated. It did not appear to be diesel which was <br /> the constituent detected in the tank. Based on the analytical results, the <br /> diesel contained in the underground tank did not appear to impact the soil <br /> beneath the tank at a depth of 14 feet. <br /> At the time of the sampling beneath tank #4, SJCLHD stated that that <br /> resampling could be necessary. It was not anticipated that this resampling <br /> would be requested five years later after the new City garage had been <br /> constructed. <br /> S. Comment: Soil Disposal <br /> The faxed pre-disposal information indicated that the contaminated <br /> material was to be disposed off site. Please submit disposal documentation <br /> for the contaminated material removed from the site. <br /> Response: Kleinfelder did not participate in the soil disposal and does not have any <br /> files or documentation for the removal of soil from the site. <br /> The City of Stockton retained Kleinfelder to perform tank observation and soil sampling services <br /> during the construction of the new garage. The work was performed over five years ago with <br /> SJCLHD involvement and oversight. Kleinfelder has reviewed the past reports and believes that <br /> the sampling conducted was sufficient to assess the soil beneath the tanks. Based on the analytical <br /> results, constituents of concern were not detected in the samples beneath the tanks.
