To date, the EHD has not received the directed work <br /> plan. As part of the case closure process, your consulting firm, ARCADIS U.S., Inc. (ARCADIS), <br /> notified appropriate agencies, property owners and occupants of the pending case closure and <br /> of their opportunity to submit comments or questions regarding the pending closure. The EHD <br /> received no comments from the public during the sixty-day public participation period that ended <br /> on 7 December 2013. <br /> It has been more than six months since the public participation period ended. You are now <br /> directed to submit the work plan to the EHD within 30 days of date of this letter. Submit a scope <br /> of work proposal to the EHD that details the conditions and construction of the wells and the <br /> methods and materials to be used to destroy them. To be issued a well destruction permit, the <br /> proposal must comply with the San Joaquin County Well Standards requirements, such as: <br /> • Wells that have laboratory data from the last sampling event that demonstrate the <br /> presence of any contaminants of concern remaining in groundwater are to be destroyed <br /> by removing all the contents of the well [well casing (except steel conductor casing), <br /> screen, filter pack, grout sealant]; the cleared borehole is then to be sealed with neat <br /> cement from the bottom upward to the depth of three to five feet below grade. <br /> • All wells that are obstructed, have unknown construction, or are located in an area of <br /> known or suspected contamination are to be destroyed by removing all the contents of <br /> the well [well casing (except steel conductor casing), screen, filter pack, grout sealant]; <br /> the cleared borehole is then to be sealed with neat cement from the bottom upward to <br /> the depth of three to five feet below grade. <br />
