Box 2009 2375 TRACY BOULEVARD <br /> Stockton, CA 95201 TRACY, CALIFORNIA <br /> Dear Ms. Cotulla: <br /> Enclosed for your information is our consultant's initial report on the above <br /> location. This report discusses initial soil and water results during the <br /> removal of the existing tanks. A sheen was observed on the groundwater. The <br /> soil samples also indicate contamination is present. <br /> Based on the initial results, our consultant has submitted a proposal for <br /> further definition of the extent of contamination. A copy of this proposal <br /> is attached. Mobil has proceeded with the installation of groundwater moni- <br /> toring wells as discussed in the proposal . The results from this phase of <br /> work will be provided to your office shortly. <br /> At this point Mobil has and will continue to complete necessary actions for <br /> definition and clean-up of the contamination. It is requested that Mobil Oil <br /> be allowed to proceed with the installation of the new product tanks and <br /> piping while completing site definition and clean-up work. By not allowing <br /> Mobil to proceed with the tankage project after initial actions have been <br /> completed, an unreasonable hardship has been placed on the operator and Mobil <br /> Oil . <br /> Per the telephone conversation between Mr. C. Galloway of Mobil Oil and your- <br /> self, a meeting will be conducted at the subject site on September 23, 1986. <br /> We hope from the meeting that a resolution can be obtained in order that <br /> construction can proceed. <br /> If you have any questions in the interim, please call my office at (213) 683- <br /> 6335 or 5520.
