CALIFORNIA REGIONAL WATER QUALITY 'CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. T <br /> NPOES NO. CA0082830 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> MOBIL OIL CORPORATION E <br /> FORMER MOBIL GASOLINE SERVICE STATION 10-NP4 <br /> GROUND WATER TREATMENT SYSTEM DISCHARGE <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. Mobil Oil Corporation (hereafter Discharger) submitted a Report of Waste Discharge <br /> and an Operation and Maintenance Manual , dated 27 September 1991, and applied for <br /> authorization to discharge waste under the National Pollutant Discharge Elimination <br /> System (NPDES) . <br /> 2. The Discharger proposes to discharge waste from a gasoline-spill ground water <br /> treatment system into a City of Tracy storm drain tributary to Sugar Cut and Old <br /> River, waters of the United States, at a point in Section 9, T2S, R5E, MOB&M. See <br /> Attachment A, incorporated herein and made part of this Order.9 n <br /> 3. Pumped round water will be treated serially through two exchangeable activated W <br /> carbon units, and then discharged to the storm drain. The activated carbon is <br /> regenerated or disposed of off-site. When breakthrough of the lead carbon unit is <br /> detected, the lead unit is removed, the trailing unit switched to the lead <br /> position, and a fresh unit is installed in the trailing position. <br /> The treatment system is initially designed for a flow of 3 to 5 gpm (4320 to 7200T <br /> gpd) of extracted ground water. Should continued investigation of the ground water <br /> plume determine that higher extraction rates are needed to capture the <br /> contaminants, the treatment system may be expanded to treat up to 15 gpm (21,600 <br /> gpd) . See Attachment B, incorporated herein and made a part of this Order. <br /> 4. The Report of Waste Discharge describes the initial proposed discharge as follows: <br /> Monthly Average Flow: 4320 gallons per day (gpd) <br /> Maximum Daily Flow: 7200 gpd <br /> Design Flow: 7200 gpd <br /> Constituent Concentration � 1 V <br /> Total Petroleum Hydrocarbons <50 <br /> Benzene <0.5 <br /> Ethylbenzene <0.5 <br /> Toluene <0.5 <br /> Xylene <0.5 <br /> Chemical Oxygen Demand 1900 <br />
