The by-pass or overflow of wastes to surface waters is prohibited, except as allowed by Standard Provision A.12. 3. Discharge of material other than ground water from the cleanup of petroleum fuel pollution is prohibited. 4. Creation of pollution, contamination, or nuisance, as defined by Section 13050 of the California Water Code, is prohibited. B. Effluent Limitations: 1 . Sludge Disposal : 1. Collected screenings, sludges, and other solids removed from liquid wastes shall be disposed of in a manner that is consistent with Chapter 15, Division 3, Title 23, of the CCR and approved by the Executive Officer. 2. Any proposed change ins sludge use or disposal practice shall be reported to the Executive Officer and EPA Regional Administrator at least 90 days in advance of the change.
