The remediation proposal involves extraction of
ground water with a proposed recovery well , treatment by activated carbon, and
disposal to the storm drain. A draft NPDES permit has been sent to you for
review and comment. Adoption of the permit will allow discharge to the storm
drain.
I have no objections to the proposed remediation system and discharge. ;
However, once the extraction well is in place and data on the capture zone has
been gathered, the pumping rate must be adjusted and/or additional—extraction
wells installed to encompass the entire plume emanating from the former Mobil
station. Due to the possible presence of one or more additional contamination
sources, cooperative efforts in investigation and cleanup are necessary. {
If you have any questions regarding site remediation, please call me at (916)
361-5726. Regarding the NPDES Permit, call Alex MacDonald, also at the Board,
at (916) 361-5626.
ELIZAB H A.
