STATE OF CALIFORNIA PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD--
CENTRAL VALLEY REGION
3443 ROU I IEH ROAD, SUITE A b•
SACRAMENTO, CA 95827-3098
PHONE: (916) 361-5600
FAX: (916x,36 -fflsary 1991
Mr. Steven Black
Senior Project Engineer
Alton Geoscience, Inc.
1000 Burnett Ave #140
Concord, CA 94520
NPDES PERMIT APPLICATION, FORMER MOBIL SERVICE STATION 10-NP4, TRACY
Thank you for the submittal of the subject permit application. Regional Board
staff have reviewed your application. This review has led to the determination
that a final ground water remediation plan has not been approved by the regulatory
agencies overseeing the underground storage tank remediation, our office and San
Joaquin Public Health Services.
Prior to expending staff effort in developing tentative waste discharge
requirements, it is necessary to have an approved ground water remediation plan.
Discussions with Mr. Jim Maughan, the project engineer for the Regional Board on
the underground tank site, have revealed that no ground water remediation plan has
been received by this office. It is not possible to determine from the NPDES
application if the proposed system will adequately remediate the ground water.
Extraction rates have not been justified, a ground water capture zone analysis was
not presented, and an analysis of the proposed extraction system is not contained
in any document submitted so far. These items should be included in the
remediation plan submitted to Mr. Maughan.
In addition, a more complete analysis of the quality of water to be discharged
needs to be supplied. Information regarding the pH, electrical conductivity,
chemical oxygen demand, total dissolved solids concentration, suspended solids
concentration, and dissolved oxygen concentration should be obtained to help
complete the Report of Waste Discharge and NPDES permit application already
submitted.
Your first step is to secure approval from the appropriate sources for the
proposed ground water remediation system.
If you have any questions regarding this matter, please call me at (916) 361-5626.
4EXANDER MACDONALD
Project Engineer
AMM
cc: San Joaquin Public Health Services, Stockton
