Regional Board <br /> staff have reviewed your application. This review has led to the determination <br /> that a final ground water remediation plan has not been approved by the regulatory <br /> agencies overseeing the underground storage tank remediation, our office and San <br /> Joaquin Public Health Services. <br /> Prior to expending staff effort in developing tentative waste discharge <br /> requirements, it is necessary to have an approved ground water remediation plan. <br /> Discussions with Mr. Jim Maughan, the project engineer for the Regional Board on <br /> the underground tank site, have revealed that no ground water remediation plan has <br /> been received by this office. It is not possible to determine from the NPDES <br /> application if the proposed system will adequately remediate the ground water. <br /> Extraction rates have not been justified, a ground water capture zone analysis was <br /> not presented, and an analysis of the proposed extraction system is not contained <br /> in any document submitted so far. These items should be included in the <br /> remediation plan submitted to Mr. Maughan. <br /> In addition, a more complete analysis of the quality of water to be discharged <br /> needs to be supplied. Information regarding the pH, electrical conductivity, <br /> chemical oxygen demand, total dissolved solids concentration, suspended solids <br /> concentration, and dissolved oxygen concentration should be obtained to help <br /> complete the Report of Waste Discharge and NPDES permit application already <br /> submitted. <br /> Your first step is to secure approval from the appropriate sources for the <br /> proposed ground water remediation system. <br /> If you have any questions regarding this matter, please call me at (916) 361-5626. <br /> 4EXANDER MACDONALD <br /> Project Engineer <br /> AMM <br /> cc: San Joaquin Public Health Services, Stockton <br />
