Tracy Boulevard Tracy, CA 94376 <br /> Dear Mr. Henderson, <br /> Cardno ATC (ATC), on behalf of Phillips 66 (P66), is conducting well destruction activities for the <br /> environmental case associated the property at 2375 N. Tracy Boulevard in Tracy, CA. Thus far, <br /> ATC has successfully destroyed nine of 15 wells associated with this case. However,the remaining <br /> six wells have subsurface utilities located in close proximity. These remaining wells were originally <br /> proposed to be destroyed by over-drilling to total depth. In ATC's opinion, the drilling activities <br /> necessary to perform the originally proposed destruction methods poses significant safety and <br /> property damage risks and, therefore warrants a variance to standard well destruction protocol. <br /> Therefore, ATC requests a variance to destroy these wells without using any drilling or digging <br /> equipment. We propose destruction of the wells via pressure grouting followed by removal of <br /> associated well boxes by jack hammering of surface concrete and hand digging. <br /> ATC has considered the possibility of de-energizing electric lines and contacted PG&E regarding <br /> conflicting electrical lines near well locations MW-1, MW-3, MW-5, MW-8, and AMW-6. PG&E <br /> indicated that, to shut down high voltage electricity lines would disrupt power to traffic lights at the <br /> intersection of N.Tracy Blvd. and Grant Line Road.Additionally,ATC encountered a conflict with an <br /> AT&T fiber optic line at well location MW-9, that would require AT&T give permission to operate <br /> drilling equipment in close proximity to their fiber optic lines. AT&T has denied all requests. <br /> Attached is a figure showing the well locations,well logs for each of the conflicted wells,and photos <br /> showing the proximity of utilities to the wells.
