S TA I L 0 CALWORNIA
GFORGE DEUKMFJI
CALIFORNIA RFIGIONAL WATER QUALITY CONTROL 80
A
CENTRAL VALLEY REGION RD—
SACRAMtNTO,CA 95827-1098
5 June 1989 CVRWQCs
NOV r7 1989 U.T. Dato sa
Ms. Diane Hinson FNQRCv&jNj
San Joaquin Local Health Di-sisljp Date.
P. 0. Box 2009
Stockton, CA 95201
PROPOSAL FOR REMEDIATION SERVICES, MOnIL SERVICE STATION, 2315 TRACY
BOULEVARD, TRACY, SAN JOAQUIN COUNTY
We have reviewed both the 14 April 1989 Proposal for Remediation Services
prepared by Hart Cr=er, Inc. and the case file for this site. Our comments
are as follows:
1 . The work outlined in Task I of this proposal is acceptable to us for a
Wil investigation.
2. This work plan was not signed by a Civil Engineer, Geologist, or
Engineering Geologist registered by the State of California. Mobil
should be reminded that the actual work is to be conducted under the
supervision of a California Registered Civil Engineer, Registered
Geologist, or Certified Engineering Geologist.
3. The soil sample to be collected near the waste oil tank should be
analyzed for all the waste oil constituents listed in Table 42 of the
Tri-Regional Recommendations.
4. Following COMpletion of the work 00tKned in Task 1 , additional
monitoring wells will be required to define the extent of ground water
contamination. A work plan for the well installations should be
developed and submi0ed to our agencies along with the results of the
work performed in Task 1 . ibis site has had known ground water
contamination since August 1986 and the extent of the plume has yet t,
be defined. We believe that the work necessary to obtain the required
information to develop a complete and comprehensive Problem Assessment
Report (PAR) should be conducted as soon as possible,
5. On the site map thyro is an area labaled "Area to be Excavated" . it was
not referred to in the work plan, and there is no soil data to show that
this area has contaminated soil . The extent of soil contamination
should he defined and reported prior to Proposing remedial action ,
If you have any questions, Wase call me at (516) 361-5725.
EDWAN JAMES '
Eng i n, F I LE
FWJ:ewj
