These general response actions can be further divided by <br /> remedial technology types, while remedial technologies for <br /> treatment can be subdivided into specific remedial process <br /> options such as carbon adsorption and biological treatment. <br /> 9.4 <br /> The screening of alternatives presented in this section is <br /> based on the criteria from the draft Guidance for Conducting <br /> Remedial Investigations and Feasibility Studies Under CERCLA <br /> (U.S. EPA I988a). The emphasis for preliminary screening of <br /> technologies is on technical effectiveness, applicability/ <br /> implementability, and cost. Public and environmental health <br /> considerations are part of the technical effectiveness <br /> criteria. <br /> 9.4.1 Technical Effectiveness <br /> The specific technology types and process options <br /> identified are evaluated based on: (1) potential <br /> effectiveness in handling the estimated areas or volumes of <br /> N affected media and in meeting the contaminant reduction <br /> goals; (2) effectiveness in protecting human health and the <br /> environment during construction and implementation; and (3) <br /> proven reliability to remediate the type and level of <br /> contaminants as it relates to specific conditions at the <br /> site. <br /> 9.4.2 Implementability <br /> Implementability encompasses both the technical and <br /> institutional feasibility of implementing a technology type <br /> or process option. Technical Implementability is used as <br /> an initial screening tool to eliminate technology types and <br /> process options that are clearly ineffective or <br /> inappropriate for the site-specific conditions. Subsequent <br /> and more detailed evaluation places greater emphasis on the <br /> �• institutional aspects of i.mplementability, such as the <br /> ability to obtain necessary permits, the availability of <br /> -" treatment, storage, and disposal facilities, and the <br /> availability of necessary equipment and skilled workers to <br /> --- implement the technology. <br /> 9,4.3 Cost <br /> The relative cost of the various options is also evaluated <br /> as part of 'the initial screening process.
