The enclosed "Notice
of Responsibility" is official notification that the site has been assigned to the
EHD Local Oversight Program for oversight of the assessment and clean up
activities at this contaminated underground storage tank site. The determination
to name you was made after the State Water Resources Control Board staff
counsel and San Joaquin County counsel provided EHD with guidance that each
of the partners of Turnpike Associates should be named individually as property
owners of property where an unauthorized release of a hazardous substance
from an underground storage tank has occurred pursuant to California
Underground Storage Tank Regulations Section 2720 (3).
Our goal is to certify completion of corrective action at underground storage tank
leakage sites pursuant to California Code of Regulations, Division 3, Chapter 16,
Article 11 (Corrective Action Regulations). These regulations govern the
investigation and mitigation activities at leaking underground storage tank sites.
The regulations can be accessed at the State Water Resources Control Board
web site at http://www.calregs-com/.
The California Regional Water Quality Control Board, Central Valley Region
"Appendix A - Reports Tri-Regional Board Staff Recommendations For
Preliminary Investigation and Evaluation of Underground Tank Sites" should be
used as a guidance document.
