Union St. <br /> Stockton, CA 95205 <br /> San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has completed review <br /> of the letter and Phase II Remedial Work Plan dated August 19, 1991, submitted by WHF Environmental <br /> Consultants. PHS/EHD comments follow. <br /> 1. Analytical results from piping sample,PN,associated with former tanks#1 and#2 revealed <br /> 78 parts per million (ppm) diesel contamination. The Leaching Potential Analysis was used <br /> to evaluate this contamination. The analysis indicated that the contamination was within <br /> allowable limits to remain in place. A copy is enclosed for your information. <br /> 2. Former tank#4 was a shallowly placed tank. The bottom of the tank pit was estimated to <br /> be at five feet. The August 19, 1991 WHF letter stated that contaminated soils were <br /> removed around the tank area. Within the tank removal work plan, which was submitted <br /> for PHS/EHD approval, there was no mention of this excavation. Excavations of <br /> contaminated soils require both horizontal and vertical sampling. Additional investigation <br /> of the horizontal and vertical extent of contamination is necessary to verify that indeed all <br /> contaminated soil was removed. <br /> 3. Further soil sampling will be required of soil that was transported to 1320 West Weber, <br /> Stockton, California. During the September 12, 1991, phone conversation with Steve <br /> Furnas of WHF, an arrangement was made for an appointment to be set-up between <br /> PHS/EHD and Dave McCain, whom was responsible for site activities at 1320 W. Weber. <br /> The purpose of the appointment is that PHS/EHD might better evaluate the situation. This <br /> appointment still remains to be set-up. <br /> 4. PHS/EHD is awaiting permit application and appropriate encroachment permits for the <br /> installation of MW1 which will be placed in the vicinity of former tank#3 to further define <br /> the extent of soil/groundwater contamination. <br /> S. Subsequent reports submitted to PHS/EHD must follow Tri-Regional Recommendations, <br /> Appendix A Reports which states that documents, and plans which contain engineering, <br /> geology, and/or geophysical information must be prepared under the direction of properly <br /> licensed individuals in the State of California [Sections 6735 (Registered Civil Engineer), <br /> 7835 (Registered Geologist or Registered Certified Specialty Geologist), and 7835.1 <br /> (Registered Certified Specialty Geophysicist, Registered Geologist, Registered Certified <br /> Specialty Geologist) of the California Business and Professions Code].
