9 <br /> 'i <br /> F,F J <br /> 1.0 INTRODUCTION <br /> A4 <br /> k This workplan outlines procedures proposed by ICF Kaiser Engineers to further <br /> investigate the lateral and vertical extent of petroleum hydrocarbon affected soil at the <br /> former Union Ice facility located at 425 North' Union Street in Stockton,' California. This <br /> 'A additional investigation work is proposed to move the site .toward closure. <br /> 4 <br /> Ongoing groundwater monitoring at the site over the past few quarters indicates <br /> that traces of TPH-g and TPH-d, and benzene at concentrations above drinking water <br /> maximum contamination limits (MCLs) exist°in shallow groundwater. This workplan is <br /> prepared in response to a request from SaWJoaquin County Public Health Services <br /> y3 L <br /> Environmental Health Division (PHS/EHD)'in a letter dated November.Y22, 1995, to <br /> identify the source of the TPH-g contamination. A workplan proposing.a soil gas <br /> investigation was submitted 11 January 1996.(ICF Kaiser, '1996). PHS/EHD responded <br /> F � i <br /> in a letter dated 10 April 1996, and requested that soil samples be collected to verify the <br /> soil gas results. This revised workplan includes the proposed soil sampling along with the <br /> i soil gas survey. f <br /> 2.0 BACKGROUND <br /> The former Union Ice facility is located at 425 North Union Street, Stockton, <br /> California. The site is situated north of Lindsey Street, east of the Union Pacific Rail <br /> Lines, south of a vacant lot, and west of Union Street (Figure 1). Union Ice owned and <br /> operated an ice manufacturing plant on the site for over 100 years. In 1989, Arctic Ice <br /> purchased the facility from Union Ice. <br /> f . <br /> Four single-wail steel underground storage tanks, designated Tanks #1 through <br /> #4, were located on the site (Figure-2). Taliks #] and #2 were ]0,000-gallon fuel tanks <br /> fE <br /> that reportedly contained gasoline (PHS/EHD, 1995).
