9
'i
F,F J
1.0 INTRODUCTION
A4
k This workplan outlines procedures proposed by ICF Kaiser Engineers to further
investigate the lateral and vertical extent of petroleum hydrocarbon affected soil at the
former Union Ice facility located at 425 North' Union Street in Stockton,' California. This
'A additional investigation work is proposed to move the site .toward closure.
4
Ongoing groundwater monitoring at the site over the past few quarters indicates
that traces of TPH-g and TPH-d, and benzene at concentrations above drinking water
maximum contamination limits (MCLs) exist°in shallow groundwater. This workplan is
prepared in response to a request from SaWJoaquin County Public Health Services
y3 L
Environmental Health Division (PHS/EHD)'in a letter dated November.Y22, 1995, to
identify the source of the TPH-g contamination. A workplan proposing.a soil gas
investigation was submitted 11 January 1996.(ICF Kaiser, '1996). PHS/EHD responded
F i
in a letter dated 10 April 1996, and requested that soil samples be collected to verify the
soil gas results. This revised workplan includes the proposed soil sampling along with the
i soil gas survey. f
2.0 BACKGROUND
The former Union Ice facility is located at 425 North Union Street, Stockton,
California. The site is situated north of Lindsey Street, east of the Union Pacific Rail
Lines, south of a vacant lot, and west of Union Street (Figure 1). Union Ice owned and
operated an ice manufacturing plant on the site for over 100 years. In 1989, Arctic Ice
purchased the facility from Union Ice.
f .
Four single-wail steel underground storage tanks, designated Tanks #1 through
#4, were located on the site (Figure-2). Taliks #] and #2 were ]0,000-gallon fuel tanks
fE
that reportedly contained gasoline (PHS/EHD, 1995). 'Tank #3 was a 500-gallon tank,
I
which contained both fuel oil and gasoline prior to its reported decommissioning in late
R4182OA-625960-1
soilvap.pin ]
ira
