UNION ICE COMPANY
425 North union Street, Stockton, CA
Re-excavation Work Plan &
Installation of Additional Monitoring Wells
1.0 PROJECT IDENTIFICATION
This work plan has been developed to: 1) estimate the amount of residual contamina-
tion associated with the former Tank #3; 2) re-excavate the contamination associated
with the former Tank #4; and 3) to install two (2) additional monitoring wells to deter-
mine the groundwater gradient, along with determining if the groundwater has been
impacted at this site.
2.0 SITE DESCRIPTION & HISTORY
_ Work at the site was initiated in August, 1989, when four (4) underground storage
tanks were located on the property. These were designated tanks # 1 through #4. Tanks
#1 and #2 were 10,000 gallon fuel tanks that had been tilled with water by Union Ice
sometime in the past. Tank #3 was a 500 gallon tank that had contained both gasoline
and either fuel oil or diesel fuel; tank #4 was a 250 gallon tank that contained waste oil.
In September of 1989, these tanks were removed by SEMCO, under permit, and with
the direction of the San Joaquin County Environmental Health Division personnel, and
disposed of according to law.
After the tanks were removed, soil samples were taken from beneath all of the tanks. It
_ was found that tanks #1 and #2 had not leaked; however, tank #4 had either leaked, or
had been overfilled. Nevertheless, a soil sample taken approximately five feet (5')
below the bottom of tank #4 shows "none detected", indicating that the contamination
was limited in extent. Tank #3 had also leaked and a proposal was submitted to the San
Joaquin County Health Department to excavate the contaminated. soil. This proposal
. was accepted and the soil was excavated between January 18 and 24, 1990. Approxi-
mately 550 yards of soil, which resulted from this work, was taken to the Union Ice
facility at 1320 W. Weber Avenue and remediated at that site.
Work at the Union Street facility was carried out during the period of January 13
through the 21st, 1992.
