1.0 INTRODUCTION <br /> In accordance with ICF Kaiser Engineers' (ICF KEs') Work Plan of March 9, 1994 <br /> and our Addendum to the Work Plan of June 9, 1994, we have performed a soils and <br />' groundwater investigation to assess subsurface environmental conditions at the former Union <br /> Ice facility, located at 425 North Union Street, Stockton, California. This report begins with a <br />' summary of historical investigation and remediation efforts at the site, and then presents the <br /> results of our recent investigation. <br />' 2.4 BACKGROUND OF SITE AND PREVIOUS INVESTIGATIONS <br />' The former Union Ice facility is located at 425 North Union Street, Stockton, <br />' California. The site is situated north of Lindsey Street, east of the Union Pacific Rail Lines, <br /> south of a vacant lot and west of Union Street (Figure 1) Union Ice owned and operated an <br /> ice manufacturing plant on the site for over 100 years In 1989, Arctic Ice purchased the <br />' facility from Union Ice. <br /> storage tanks designated Tanks #1 through #4, <br /> Four single-wall steel undergroundg g g � <br /> were located on the site (Figure 2). Tanks #1 and #2 were 10,000-gallon diesel fuel tanks <br />' Tank #3 was a 500-gallon tank, which likely contained fuel oil prior to its end of use in late <br /> 1940's. Tank #4 was a 250-gallon waste oil tank for used motor and compressor oils In <br />' September of 1989, all of the tanks and associated piping were removed from the site by <br /> SEMCO under permit and direction of the San Joaquin County Environmental Health <br />' Division. <br /> Soil sampling from the bottom of each tank excavation was performed to evaluate past <br /> p g <br /> potential leakage/over filling of the tanks. The soil samples were analyzed for total petroleum <br /> hydrocarbons as gasoline (TPH-G), total extractable petroleum hydrocarbons (TPH-E), oil <br /> and grease, benzene, toluene, ethylbenzene, and total xylenes (BTEX), chlorinated <br />' hydrocarbons, metals, and ethylene dibromide. Analyses of the sample collected beneath <br /> Tank #3 detected 12,000 mg/kg motor oil. Analyses of the sample collected beneath the <br /> northern portion of the product line of Tanks #1 and #2 detected 78 mg/kg diesel. Soil <br /> samples collected from beneath Tanks #1, #2, and #4 were non-detect, although visual <br />
