WASTE DISCHARGE REQ&MENTS ORDER N0. 5-01-119 (R*ED) -8-
STOCKTON COGEN COMPANY
SAN JOAQUIN COUNTY
C. Internal Waste Stream Limitations:
1. As discussed in Finding No. 18 three locations have been identified within the SCC facility
process that require technology-based limitations as prescribed in 40 CFR Part 423.15.
Concentrations of the following constituents shall not exceed the indicated limits for the side
streams as defined below:
Station Description
IWS-1 Cooling tower blowdown(before mixing with RO concentrate)
IWS-2 Internal low volume waste sump discharge
IWS-3 RO concentrate (sampled prior to mixing with cooling tower blowdown)
Monthly Daily
Constituents Units Average Maximum
IWS-1, Priority Pollutants') µg/l ND 2) ND 2)
IWS-1, Chromium (total) mg/1 0.2 0.2
IWS-1, Zinc (total) mg/l 1.0 1.0
IWS-1, Free chlorine mg/l 0.5
IWS-2 & 3, Suspended Solids mg/l 30 100
IWS-2 & 3, Oil & Grease mg/1 15 20
1) The 126 priority pollutants(Appendix A to 40 CFR Part 423) contained in chemicals added for cooling
tower maintenance, except chromium and zinc. Compliance maybe determined by engineering
calculations which demonstrate that the regulated pollutants are not detectable in the final discharge by the
analytical methods in 40 CFR Part 136.
2) No detectable amount.
D. Sludge Disposal:
1. Collected screenings, sludges, and other solids removed from liquid wastes shall be disposed
of in a manner that is consistent with Title 23, California Code of Regulations, Division 3,
Chapter 15, and approved by the Executive Officer.
2. Any proposed change in solids use or disposal practice shall be reported to the Executive
Officer and EPA Regional Administrator as least 30 days in advance of the change.
E. Receiving Water Limitations:
Receiving Water Limitations are based upon water quality objectives contained in the Basin Plan.
As such, they are a required part of this permit.
The discharge shall not cause the following in the receiving water:
1. Concentrations of dissolved oxygen to fall below 5.0 mg/1. Effective 1 November 2003, the
discharge shall not cause concentrations to fall below 7.0 mg/1.
2. Oils, greases, waxes, or other materials to form a visible film or coating on the water surface
or on the stream bottom.
