MONITORING AND REPORTING PROGRAM NO. 5-01-119 (REVISED) -2- <br /> STOCKTON COGEN COMPANY <br /> SAN JOAQUIN COUNTY <br /> (1) The Discharger must submit a report within 60 days of permit adoption outlining EPA test methods and detection <br /> limits for approval,with a goal to achieve detection levels below applicable water quality criteria. At a minimum <br /> the Discharger shall comply with the Monitoring Requirements for these constituents as outlined in Section 2.3 and <br /> 2.4 of the Policy for Implementation of Toxics Standards for Inland Surface Waters,Enclosed Bays,and Estuaries <br /> of California, adopted 2 March 2000 by the State Water Resources Control Board(with the exception of <br /> molybdenum). Report all peaks identified by the EPA test methods. <br /> (2) In lieu of sampling for priority pollutants other than metals,the Discharger may certify, on an annual basis,that no <br /> priority pollutants are present in the discharge. <br /> (3) Priority Pollutant Metals will at a minimum include the analyses of the following total metals: arsenic,barium, <br /> cadmium, chromium, copper,lead,mercury,molybdenum,nickel,silver,and zinc. <br /> (4) Concurrent with metals analyses. <br /> If the discharge is intermittent rather than continuous, then on the first day of each such intermittent <br /> discharge, the Discharger shall monitor and record data for all of the constituents listed above, after <br /> which the frequencies of analysis given in the schedule shall apply for the duration of each such <br /> intermittent discharge. In no event shall the Discharger be required to monitor and record data more <br /> often than twice the frequencies listed in the schedule. <br /> INTERNAL WASTE SOURCES <br /> Low volume waste sources include those sources defined under 40 CFR Part 423.11 and include <br /> discharges from plant equipment drains and the ion exchange water treatment system for this facility. <br /> Low volume waste source samples shall be collected downstream from the last connection through <br /> which low volume wastes can be admitted into the outfall prior to commingling with other waste <br /> streams. Low volume waste samples shall be representative of the volume and quality of the low <br /> volume waste discharge. Time of sample collection shall be recorded. Monitoring shall include at least <br /> the following: <br /> Station Description <br /> IWS-1 Cooling tower blowdown(before mixing with RIO concentrate) <br /> IWS-2 Internal low volume waste sump discharge <br /> IWS-3 RO concentrate (sampled prior to mixing with cooling tower blowdown) <br /> Sampling <br /> Constituents Units Station Frequency <br /> IWS-1, Priority Pollutants' µg/1 IWS-1 Annual <br /> IWS-1, Chromium (total) mg/l IWS-1 Quarterly <br /> IWS-1, Zinc (total) mg/l IWS-1 Quarterly <br /> IWS-1, Free chlorine mg/l IWS-1 Monthly <br /> IWS-2 & 3, Suspended Solids mg/1 IWS-2 & 3 Monthly <br /> IWS-2 & 3, Oil & Grease mg/l IWS-2 & 3 Monthly <br /> Footnote on next page. <br />
