CALIFORNIA RAGIONAL WATER QUALITY CO�TROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A, Sacramento, California 95827 <br /> PUBLIC HEARING <br /> concerning <br /> Consideration of Renewal of Waste Discharge Requirements <br /> (National Pollutant Discharge Elimination System) <br /> for <br /> STOCKTON COGENERATION COMPANY <br /> SAN JOAQUIN COUNTY <br /> The Stockton Cogeneration Company (SCC) owns a 49.9 megawatt net sales (nominal 60 <br /> megawatt gross output) cogeneration plant in Stockton. The operator of the facility is Air <br /> Products Manufacturing Corporation. The facility is a coal and petroleum coke fired circulating <br /> fluidized bed steam electric cogeneration plant that generates steam and electric power. The <br /> Discharger generates dechlorinated cooling tower blowdown together with other internal low <br /> volume wastes which are discharged to North Littlejohns Creek. All other sanitary and process <br /> wastewater generated by this facility is discharged to the City of Stockton Municipal Utilities <br /> System and is not covered by this NPDES permit. The Board will consider renewal of the <br /> Discharger's NPDES Permit CA0081965, Waste Discharge Requirements Order No. 95-148. <br /> Significant changes from the previous permit include the removal of a mixing zone for <br /> temperature and total dissolved solids, addition of effluent limits for arsenic and molybdenum, <br /> internal waste stream limitations, and land discharge specifications. In addition, the facility is <br /> required to seek coverage under the general industrial storm water permit for the discharge of <br /> storm water from the facility. The previous permit regulated storm water discharges from the <br /> facility but this permit does not. <br /> A formal public hearing concerning this matter will be held during the Regional Board meeting <br /> which is scheduled for: <br /> DATE: 27 April 2001 <br /> TIME: 8:30 a.m. <br /> PLACE: Fresno Education Department Auditorium, 2nd Floor <br /> Tulare& M Streets <br /> Fresno, CA 93721 <br /> The hearing will not be conducted according to the technical rules of evidence, but evidence is <br /> presented by sworn testimony and staff and designated parties providing testimony are subject to <br /> cross examination. The Board will accept any evidence or testimony that is reasonably relevant. <br /> Participants in the hearing are either"designated parties" or other "interested persons". Only <br /> designated parties will have these rights: to call and examine witnesses; to introduce exhibits; to <br /> cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence against <br /> him or her. <br />
