R5-2002-0180 <br /> AMENDING REVISED WASTE DISCHARGE REQUIREMENTS <br /> ORDER NO. 5-01-119 <br /> NPDES NO. CA0081965 <br /> STOCKTON COGEN COMPANY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Regional <br /> Board) finds: <br /> 1. On 11 May 2001, the Regional Board adopted Waste Discharge Requirements, Order No. <br /> 5-01-119,NPDES No. CA0081965,prescribing waste discharge requirements for the Stockton <br /> Cogen Company(hereafter Discharger) in San Joaquin County. The Regional Board <br /> subsequently revised Order No. 5-01-119 on 7 September 2001. <br /> 2. The Discharger generates approximately 1.3 million gallons per day of dechlorinated cooling <br /> tower blowdown together with other low volume wastes from its 49.9 megawatt (nominal 60 <br /> megawatt gross output) cogeneration plant and discharges to North Littlejohns Creek. <br /> 3. Waste Discharge Requirements Order No. 95-148, the previous permit issued for this facility, <br /> contained a receiving water limitation requiring the discharge to not cause receiving water <br /> dissolved oxygen to fall below 5.0 mg/l. The Regional Board determined in Order No. <br /> 5-01-119, that the Sacramento-San Joaquin Delta beneficial use of cold freshwater habitat <br /> applies to this stream segment, based on the application of the tributary rule. Effective <br /> 1 November 2002, Receiving Water Limitation E.1 requires the discharge to not cause <br /> receiving water dissolved oxygen to fall below the Basin Plan water quality objective of <br /> 7.0 mg/l. <br /> 4. Order No. 95-148 also provided for a mixing zone for compliance with the Basin Plan water <br /> quality objective for temperature. The mixing zone extended throughout the entire length of <br /> North Littlejohns Creek to the confluence with French Camp Slough, which is approximately <br /> 1 mile downstream of the outfall. The Regional Board determined in Order No. 5-01-119, that <br /> due to minimal dilution, a mixing zone for compliance with the temperature water quality <br /> objective was not appropriate. Effective 1 November 2002, Receiving Water Limitation E.8 <br /> requires that the discharge shall not cause the ambient temperature to increase more than 5°F in <br /> North Littlejohn Creek, 100 feet downstream of the outfall. <br /> 5. Since the beneficial uses of North Littlejohns Creek are not specified in the Basin Plan, the <br /> Discharger has requested a site-specific basin plan amendment to determine the beneficial uses <br /> of North Littlejohns Creek. This request was based on Draft Orders addressing petitions <br /> challenging NPDES permits for the Cities of Vacaville and Turlock under consideration by the <br /> State Water Resources Control Board(hereafter State Board). This Resolution amends Order <br /> 5-01-119 to provide an extension of the compliance schedules for Receiving Water Limitations <br /> E.1 and E.8, pending adoption of Orders by the State Board addressing the Vacaville and <br />
